  1. I'd be more concerned about whether requiring a full round action to morph is worth a -3 Flaw. I'd say it's more a Drawback, like on Super-Senses (so full round would be a -3pp Drawback). This is my own opinion and is not necessarily shared by other Refs. ;)

As written, the Comprehend only lets other folks you touch communicate with machines, not you (all Devices have a version of "Affects Others" built in that allows the user/wearer to access the Device's powers). Is this what you want? Also, as written, the Quark Relic cannot transfer the abilities of robots, since they've got an Immunity to Fort effects. Is this okay? Just what is the QR (described in an in-character way)? Is English his native language? There's not one listed, and I don't want to assume Being effectively PL 2 in terms of defense/toughness is gonna hurt you. Sure, if you can transfer some Protection from a battlesuit you'll be better off, but surviving to get to do so is gonna be tricky (especially with only a +2 to hit). Ditto on the lack of saves. And these Techmagi... who are they? What do they want? (Answers to these 'fluff' questions can lead to Complications, and give folks something to work with.)
  3. I do believe Talos himself is a "magitech" being. At least originally; I'm not sure how much 'magic' Daedalus took out and replaced with 'tech' (or how much more tech he's added to himself over the millennia).
  4. He's already in an adventure now, isn't he? I'm trying to give preference to folks whose character aren't currently doing anything else.
  5. Shouldn't gauntlets be Hard to Lose? For the "Thunder Punch," the Dazzle part should be Touch range, so that'd reduce the cost. Points can go to... something (maybe extra Knockback on the Strike part). Or nothing -- no rule saying you must spend every pp available ;)

  8. We're still waiting for a "background and other fluff." Without those, it's just a collection of numbers, not a character.

I'd say they can stack -- a power in Ultimate Power, Power Reserve, does much the same thing -- though it might be better to list the things in the array as "Enhanced [whatever]" I'm not sure about some of those PFs, especially Subtle. For your particular example, I'd say that you could add up to 2 more ranks in Flight (effectively doubling it) and have Subtle Flight 4, but any more than that and it loses the Subtle-ness; if you want to be able to add all the ranks and still fly subtle-y, you'd need Subtle not just on the base Flight but also in the "Enhanced"/Array Flight. I'd likely say the same for the Precise Blast. Why limit it like that? I can see it being abused if not. Say you've got something like what you have, a low-ranked Blast with PF A, and an Array of Enhanced Blasts, each with a different PF (B, C, and D). If it's not limited as I described, than in any given round they could have a Blast with PFs A & B, or a Blast with PFs A & C, or a Blast with PFs A & D. This would be a small savings over someone with just an equally-priced Array of Blast (PF A & , Blast (PF A & C) and Blast (PF A & D), and the cost break gets bigger the more PFs are put onto the low-ranked 'base' power.

  11. 22 April 2008 (Tuesday) Tomorrow will be Emissary's little charity get-together. The last time I met him -- just last week -- was a doozy of a time. He'd talked the Freedom League into letting several of the city's newest heroes come by to meet & greet, and train. Velocity was there, and Legionnaire, and someone going by the name Mongrel Angel (metamorph?). To my considerable surprise, Captain Wonder was there, too -- hadn't he retired? No, he wouldn't, it'd take more than old age to make him bow out of the dance floor. Sadly, there was no sign of Keira; perhaps she's still in shock over her actions at Valencia's temple. (I should try and track her down and check up on her, it's been nearly two months since those events.) Things went well at first. We made our introductions (though I did not mention my teleportation or 'immovability' functions of my gravimetric belt), and Emissary paired us off. He and Velocity had a jungle-gym to work through, testing coordination rather than brute speed. Captain Wonder and I were teamed up to fight some robots; he sped through and tore into several, though did leave me one to tinker with. Unfortunately, I never got to see the end result of my tinkering.... ... because of Legionnaire and Mongrel. They were paired off to spar, but the Roamin' Roman was not appreciative of Mongrel's apparently superior skill and toughness. So he entered his Aresian rage, drew his blade, and leapt upon Mongrel with a murderous glint in his eyes. Next thing I know, Emissary's tackled him, and Captain Wonder's trying to calm him down. In the end, Legionnaire was carted off by the police -- Captain Wonder said something about taking him back to his own time, but then said it wouldn't be allowed, or somesuch -- and Emissary was offering profuse apologies and snacks. All in all, a very intense, though too-short, event. Emissary still wants to facilitate some events where the city's new heroes can interact, though, so he's worked out this charity event. Well, really, the charity's been something he's been working on for some months, but we're to play a part in one of the big final pieces. Promoted through flyers and some television and radio spots, the Ocean Heights Amusement Park will be hosting, for one day only, a sort of super hero exhibition. Flashy displays and feats of power and skill, good natured spars, etc. I'll have a Mr. Wizard's World-type "Wonders of Super-Science" booth set up. Much of the proceeds of the day's ticket sales will be going to charity -- specifically, scholarship programs/trusts for the kids of Freedom City, particularly of South Freedom -- and the various donors the Emissary has hooked in will be presenting their big checks that day as well. And now that my own finances are finally starting to get straightened out, I fully intend to donate as well.

  15. Word has recently spread of a new guy on the streets, looking for work of an extralegal sort. He can be contacted at the Eclipse club in Southside, working as a bouncer. Goes by the name "Bel". Initial reports say he's pretty strong and tough, not superhumanly so but more than ordinary guards can handle, and he can fly and project some sort of fiery blast. Further reports indicate he's actually some sort of demon -- red skin, horns, claws, fangs, bat-like wings, tail, the works! But he doesn't seem to know much if anything about real magic, so maybe he's just some metahuman who happens to look like a demon, or it's some guy in a fancy suit. Either way, he's not squeamish about any "assignments."
