  1. Icarus stumbles through the portal. They're always a little disorienting, but this one isn't like the ones that he's made for himself. It has basically crossed the Earth in one fell swoop. He looks around in front of himself, even as he moves out of the way so that the others can come through. The room is drab, gray concrete showing through chipped white latex paint. It looks like a cheap apartment with a wall or two knocked out to make the space larger. It definitely isn't what he had expected to find when they went to go see the Master Mage. Of course, this world does seem to be low on the amenities. Maybe this is the best that he could have expected. There aren't many people in the room, besides the ones who just entered. Network is there, barely holding himself still as he vibrates in place. There's a young Asian man who looks like he fell into a vat of used computer parts and got half of them stuck to him. And then there's an old man, bald with long white mustaches. Despite his age, he appears vigorous, and Sean couldn't rightly say how old he is. Foreshadow dives through the portal as it closes. "Cutting it close, detective," the old man says. Foreshadow nods; he better than anyone knows exactly how close he was. "It is what it was, Dr. Sin," Foreshadow answers him. "Dr. Sin?!" Grimalkin all but shouts. Nanowire raises his hand as if he's about to say something, but then the other occupant of the room catches his eye. Even inside his armor, his surprise is clear for all to see. The armor sloughs off, and the resemblance becomes clearer. The young man and Ren are one and the same, changed by whatever happened different on this world.
  2. There were a couple of typos in there, like still saying Luck Control 3 after the reduction, but I fixed them up. You're now approved.
  3. You'll have to wait until you're approved to make your first post. You're welcome to save a post ready for when you are approved. However, I am looking at your character now, so approval might come swiftly. Edit: And five minutes later, you're approved. Go wild. :)
  4. If you're going at your top speed (that is, running all-out), then you have to make Constitution checks as normal once you exceed your Constitution. I can't tell how fast you are going from your post. If you take breaks, such as waiting at the gate, then you'd only have to make the Constitution check if you had been running long enough beforehand. It's not that far to a gate, so you'd only need to make a check if you were taking an indirect route.
  5. Although the officer seems to be moving slowly to Velocity, in truth, nearly everyone besides Johnny Rocket seems stuck in permanent lethargy. She gets to her car, starts the engine, and pulls out into traffic. She begins driving toward the park, assuming that Velocity will show her exactly where in the park that she needs to go once she's a bit closer. A cloud passes in front of the sun, and the Emissary can see the line of shadow moving across the earth as he waits for Velocity to bring the police officer that she found. Alice looks like she's torn between heading away and remaining for the police to get there. She looks back to the Emissary. "So, um, I can just call later, right? I was taking a walk, and I could really use some more relaxation now," she says.
  6. The teacher just gives him a dirty look before walking down the row to help one of the other students. Sean sits and waits for the machine to reboot. Finally, it stops at the login screen. He consults his library card (which states his name is Anthony Jones to anyone who cares enough to look), and types in the bar code for his user ID. His password ("password") takes him back to the desktop. Most of the machine is locked away, and the programs are run by clicking on large buttons that say "Word" or "Netscape Navigator". He double-clicks on the large ship's wheel, and Navigator comes back up. This time, as he goes to Google, he's more careful. "Freedom City aquatic hero" seems to give better results, especially when he does a regular search instead of feeling lucky. Proving that there's a page on the Internet for everything, a result on the first page lists a number of heroes and villains from the Freedom City area with an aquatic theme. Sean stares at the screen in disbelief. Sure, there's Siren, and the teen dream Nereid (whose popularity he still doesn't get). And there's that kid he saw at the last heist he pulled, with some sort of dragon thing going. But there's also Devil Ray, a guy called Raindance (who might be a weather controller, after reading up on him, rather than a strictly water hero), a martial artist known as Naga Fist, and an entire race of mer-people who seemed to hang out on the Eastern seaboard right near Freedom City. And those are just the ones that are known! He sighs to himself and thinks, "I just know there's going to be a hero there. It's just a question of which one."
  7. I'm willing to approve if the Healing is changed. Probability Control works better when it's working alongside entropy, and it's a lot easier to get hurt quickly than it is to heal quickly.

    Feat Requests

Some of those abilities might be able to be recreated just as easily through powers, while others aren't needed in M&M (and never were, which is why I hesitate to look at the mechanics of those feats). Your first feat didn't make sense - why would the target need to fail a Damage (a.k.a. Toughness) save to be affected? If I were building it in M&M 2E, here's how it would look. Dishearten (1 pp/2 ranks): Drain (2 pp/rank; feats); (Limited to Inspire, Leadership, Teamwork (-3)); Range (Perception) (+2); Hearing Dependent (-1); Alternate Save (Will) (+0) Power Feat: Reversal of Fortune: When an opponent fails a save against Dishearten and loses use of one of the feats described, you may use Inspire as a free action. Backup is probably usable as is; it is roughly equivalent to Favored Environment. Regroup is unneeded. This is roughly equivalent to the Delay action undertaken by all of the allies, thanks to the cyclical initiative of d20. There are some minor differences, but the limitations outweigh potential benefits.

    Feat Requests

The feat is not appropriate to the theme of Freedom City, and it looks like it came from a book that was written for First Edition. Both of those reasons contributed to the decision.

    Array question.

That seems like it would work. It's semi-mystical to be able to do all those things, but that's just a matter of descriptors.
  11. I had thought about that, but I can't allow Unreliable (5 uses) as a flaw. You only have 5 hero points to use, so it would never act as a flaw. Fades does force you to make some decisions about which part of Luck Control you want to keep. Another option is to take only 2 ranks of Luck Control, and seek to increase it down the road.
  12. Heridfel

    Array question.

The general answer is yes. The specific answer will depend on what is inside it. I'm not very familiar with Naruto, but our house rules do have some restrictions on arrays (generally, no Continuous effects or versions of Summon, including Minions and Duplications).

    Feat Requests

The consensus among the referees is that we'll allow the first feat if it is appropriate for the character, but that the second feat is not allowed.
  14. Kevin looks over to Nightrival, shocked at the display of speed that Sen is putting on. "Did you know he could do that? I did not know he could do that," he says in between breaths. He sounds a little winded already, and despite his bravado, it doesn't seem like he could keep up this pace around the entire circumference of the city. "Heck, he can just find them himself," he thinks. If Sen waits for them near the gate, he'll help him out further and align his chi.
  15. This'll probably be a solo thread, but I'll make up the OOC thread for it as well. If anybody else would be in a community library in West Freedom, feel free to join in. Icarus is out of uniform (as I'll mention in the next thread), and he's dragging himself kicking and screaming into the 21st century. It's not enough to actually get ranks in Computers, but enough to know how to use them properly. And yes, he has said "internets" IC before.
  16. Icarus frowns as he looks at his surroundings. Truly, this is one of the more hostile environments he's found himself in within the last couple of weeks. Computer training class at the local county library mostly consists of those in their late 40s through their mid-70s. Although Sean squarely fits within that demographic, he doesn't look like it, and he can tell that he's getting a few stares from people who don't understand how a young man can't already know how to use a computer. Making sure that the teacher isn't looking at him at the moment, he starts to hunt and peck on the keyboard. Maybe touch-typing is faster, but it sure doesn't seem like it to Sean. Back in his villainous heyday, if that's what it should be called, villains didn't really need to gather information. Reading the newspapers, listening on the grapevine for when a shipment of bearer bonds was coming in... that was good enough. These days, nobody reads the newspapers, even villains, and it's all about the Internet (not the Internets, as he was corrected on his first day in class). It gives both sides an advantage, as long as you know how to use it. With Google in front of him, Sean types in "water hero freedom city", and then clicks on the "I'm feeling lucky" button. Almost immediately, a website pops up. "See Siren nude!" it blares. Frantically, Sean clicks the little X in the upper right, but more screens keep popping up. He mashes the button on the front of the machine just before the teacher comes around. He smiles weakly at her. "Uh, it froze," he says.
  17. "I, uh, alright," the policewoman says. "If you have him wait a minute, I'll be right over. It's easier that way. We had a guy sue the police department because he claimed that being flown at high speeds by a superhero gave him whiplash. If they try doing anything with us, it's resisting arrest." She shrugs a little as she starts walking toward the end of the block, where an empty police car is parked. She says, "Lawsuits - what can you do? I'll be there in a couple of minutes."
  18. Dashel has 17 pp of feats, not 16. You also need to note what his Ultimate Efforts are within the Lucky Day container. Finally, as a usage note, you have to choose which part of Luck Control goes away when you use it as part of his Fades flaw there.
  19. I copied the most recent version over to the first post and corrected the grapple and initiative modifiers, but there's still some things that need to be fixed. It says that he has 47 pp in powers, but I count 50. An easy-to-lose Device 3 with one power feat costs 10 pp, not 7.
  20. Icarus nods, and Grimalkin and Nanowire look at one another before moving closer together. "Where will it be?" Magister asks. "Right in front of you," Foreshadow says. "You and your sister will go first, then Rant and Icarus, then Nanowire and Grimalkin. I will go last." Icarus looks over the groups. It seems like Foreshadow was choosing them by size. That said, he felt a little uncomfortable going to see the Master Mage in civilian wear. Had he thought about it, he didn't really want Foreshadow and Rant knowing what he looked like either. His armor reforms itself into its standard configuration of cobalt blue plate armor and a helm with black glass covering his face. "So, uh, when is it coming?" Icarus asks Foreshadow, looking at the crimefighter with his radar rather than his eyes. "Now!" Foreshadow shouts. A line seem to cut across the sky, forming a gap about 10 feet by 10 feet. It's similar in some ways to what Icarus can do, but the edges of this portal pulse with arcane energies, and there's no sense of being pulled through. Magister and Changeling jump through as Foreshadow speaks, and Icarus nearly lifts Rant up in his haste to get through. Nanowire and Grimalkin aren't far behind, and Foreshadow dives through the center of the portal as it closes up. Only a few seconds later, a woman who looks like she was carved from ice, with a huge sword crackling with lightning at her side, floats into the alleyway. "They have fled, Lord Centurion, but I shall soon have them," she speaks to the air.
  21. Well, the short answer is that it was changed in UP. The long answer is that Detect used to require a move action, even though Super-Senses by default in the core are Free Action/Permanent Duration. This meant that you had to use it with Notice checks that were intentional (taking the time to try and notice something, as per page 52 of the core book), and that you couldn't use them as a reaction. This restriction was removed in UP when the default became Action (none)/Continuous Duration. The ability to sense things more quickly became Rapid, but it isn't needed to be able to use Detect as a normal sense. Overall, the new timing of Super-Senses makes more sense (no pun intended). The action before was never the action to use the power, since it only gave you the ability to make better or non-standard Notice checks, and there's no Super-sensing things when unable to take actions due to unconsciousness.
  22. Medicine is enough to interpret what he's seeing in most cases (especially when looking at humans). If he were looking at an alien, god, radically different metahuman, then Knowledge (life sciences) would be needed.
  23. You make a good point. Sen's training allows him to run much faster than a normal person. Assuming that he's remaining at our speed, he doesn't have to make Constitution checks for running all-out. If he goes up to his top speed, he'll have a better chance of catching the elves by himself, but then he'd have to hold them on his own (or be the only one to ask them questions).
  24. It looks good to me. You have your first approval.
