You may of course make some background checks via Gather Information or Knowledge (Current Events) on the Mayor. Its not hugely pertinent, but lets say DC20 to get the basics on him as per IC. Feel free to have some narrative license about exactly how much you know of his personality etc according to your background and knowledge skills etc.

Megan is going to find that pickpocket, using her Insubstantial to pass through the crowd at high speed.

 

Per the example on page 54 of the book, she will search a 1 mile diameter area, Taking 20 (for a Search result of 23).  Searching the entire area, if she needs to, will take 30 seconds thanks to her Quickness 10.

however, the killer card player is cheating! 

 

He is not an expert but he is good: 1d20+10=11 he fluffs it! oppose that with a notice roll to spot him. 

 

Of course, you need not call him out. You could cheat too! :)

Erick starts it off with an Acrobatic Bluff as a move action, taking the -5 to his acrobatics skill and getting a 24 on the check as he doesn't have the fast task challenge as a feat.  So I'll need a Sense Motive or Acrobatics roll to oppose it.

 

Followed by a much better unarmed attack roll of 29 again with a TOU DC of 18.  If the former Acrobatic Bluff was successful the DC is 20 what with being able to make it a sneak attack.
