Its on page 24 when they are talking about trade-offs. Under Attack & Save Difficulty it says "this modification does not apply to powers that do not require attack rolls". Area attacks have not attack roll, per page 159.

Ok, so it should have been DC 21 Reflex save and DC 26 Toughness save (if you fail the Reflex save) or DC 20 Toughness save (if you succeed on the Reflex save). That means I'd only be bruised even if I had been in the way, so I would not have spent the Hero Point.

I was being careful, since we don't exactly have a map here to figure out whether Heavy would need to be in the cone if both Velocity and Valkyrie are in it.

Velocity, I think it's your action, unless all you're doing this round is speaking.

It's not my turn yet, but I wanted to post my reaction to the attacks aimed against him. After all, rounds are an artificial construct - Heavy is continuously moving towards wherever it is that he's going, not taking turns as people try to punch him in the face.

My action is as posted. Nanowire's blasting both himself and Heavy towards the "exit", wherever that is. Currently, he's at Flight 4, which is 100 mph. Pretty quick, but not versus Velocity's insane level of speed. I think Valkyrie should be able to catch up with us fairly easily as well.
