I assume a 6 doesn't hit
When you make an attack, remember to add your Attack Bonus for that attack to the roll. In Orokos, you would write it as 1d20+5 for your punches, for a total of 11, which is still too low to hit anyone here. Also, remember to tell me who you're attacking and with what, when you got multiple offensive powers.
Also remember, if you're fighting Minions (such as the people in Gruop A), you can always 10 on attack rolls, though that isn't enough to hit these particular minions.

They're spread out a bit more, so you'll catch 1d4+2 bad guys + 2 the two paralyzed: 3
Gonna autofail the two paralyzed ones on ref, rolling ref on the other 3: 20 21 12, they're fast!

They all go down, but while the Range might be Melee, it is also Area, which makes me think that it doesn't apply for Takedown. Still, 3 out of 8 down in one attack.

One of them sticks by Ryu, the others run at Visionary and Venomax, with an attack for each!
