The Broom seems weird. It gives Flight to Raina, but she can give it to other people to fly with? Why not just give the Broom Flight without any Restricted on it?

Well, the idea at this point is that she casts a spell on the broom to make it fly, that the broom is attuned to be good for flying, but without the spell it's just a cleaning implement. Once she's spelled it, however, she could potentially throw somebody else on it and make it go. Someone who just came upon it in her room or whatever, they could use it for sweeping but nothing more.

I'm curious about Precise on Morph, as I've never seen that; what is the benefit of adding that?

​It would allow the Morph to mimic a specific individual, IIRC.

Well technically you could mimic a specific individual without it.  It's what Morph is for to begin with.  For the same reason you wouldn't need to take Improved Ranged Disarm for Move Object.  The way I see it, it's like precise on Create Object.  You can get even more detailed with the morph.  IE, could pass retina scans or fingerprint verification.  

That said it also can confer up a level of Selective.  Being able to say Morph just your eyes or an arm!
