OOC for this.
What kind of vantage points are closer to the "random" people that we've spotted? How easy/hard would it be for us to traverse over to somewhere above/nearly above them?
They're standing in front of a building that can easily be reached. There's the broken street lamp as well. Getting to that will bring you closer, but also make you easier to spot.
Alright, give me an Initiative roll and any other rolls you'd like to make.

So, the main objective here is not to defeat all the enemies, but to get away with the would-be Whistleblower.
It will take 5 rounds to get out of there, if we manage to spend at least 1 move action on the same turn to move away.
Getting involved in combat and not moving will slow that down.
Whisteblower will move with either Nevermore or Raven, depending on current position. Right now, she's with Nevermore.
Before we begin: Give me a Knowledge [Streetwise] check to see if you recognize the leader of the group.

Alek has no Streetwise, but he has Jack of All Trades and Beginner's Luck. I think that'd let him spend an HP to roll the check with +5? At a glance at his Feats I don't think I have another combo that'd let him do that better.

I'll keep it since Charlie botched it. We can write it as Alek's foot hitting a loose brick that drops or something. He can run distraction or something this round.
Since they're spotted, Nevermore's gonna put down some darkness Obscure so Charlie and Alek should be able to see with their night vision goggles.
Then he's gonna move with the girl to get her out of there.
The goons can't target us because of the Obscure effect, but we gotta move out of it to escape.

Going with Dazzle (Auditory) 5, with the Area (Burst) extra. It's already Ranged. Noise grenade!
DC 15 Reflex and then Fort vs the Auditory Dazzle.
Extra Effort for a move action to catch up with Nevermore.

The Whisteblower moves with Charlie.
The Born Loser points towards Alek and Charlie and... DC20 Reflex Save vs. Area, then DC20/15 Fortitude save vs. Fatigue!
Nevermore's saves: 12, but Evasion 2.
Fort vs. DC15: 15
Just made it.
Give me some saves, then I'll continue with Charlie's actions.
Reflex Save: 25.
Fortitude Save: 25.
Charlie drops an auditory illusion at his current position, then takes a move action to move further away with the Whisteblower. Once he's away, he'll activate the illusion to make it sound like he's bickering with the Whisteblower.
The goons are tricked and fire at the sound, hitting nothing.

Raven spends an HP to avoid Fatigue.
He takes a standard action to toss another one of those auditory dazzlers down.
And a move action to catch up to Nevermore and the whistleblower.

All make the saves, still.
Goons try to recover from Dazzle, DC13: 10, half are still dazzled.
The Born Loser is on the move, running after Nevermore's auditory illusion.
Charlie does two move actions with the Whistleblower.
The goons shoot at random in the darkness again, hitting nothing.
