Carnelia is a healthy, professional, single woman in her early thirties with one child. Also, she’s bright green, on account of the genetic mutation that allows her to photosynthesize. She wears glasses and, at work, she wears a lab coat. She has a happy, friendly voice and always seems to have a bounce in her step. She is confident and fairly intelligent, but by no means overly so.
 
History:

 

Carnelia was born in Freedom city to a middle-class family. She was a good student, not unusually popular, but had friends. Her powers manifested as an adolescent. She got teased for being green, of course, but it was a lot better than it could have been, considering unusual ability are anything but unheard of in Freedom City. She was in cross country and volleyball in high school. She recovered from a major automobile accident, even regrowing part of a leg! Upon understanding she had amazing powers of regeneration, she considered becoming a superhero of course. But, after a lot of soul searching, she decided that wasn’t really a good fit for her. She studied at Freedom University, taking a year abroad in New Zealand, and got a bachelor’s degree in communications, with a minor in biology. Her daughter, Luann, was born in her junior year in college, apparently conceived during her time abroad. Going to school and working was difficult with a young child, but her parents helped al lot, which made a lot of difference. She worked in PR at a couple of pharmaceutical firms before landing her dream job with the Albright Institute.
 
Personality & Motivation:

 

Carnelia wants to do a good job and be respected by her peers. She knows she is not a genius, like some of the other employees at Albright. But she believes that through education and promotion of good programs, she can make a positive difference in the world. Albright’s mission to investigate superpowers is near and dear to her heart, as someone that lives with them. Her daughter, of course, is the most important person to her.
 
Powers & Tactics:
Carnelia doesn’t make a habit of getting into fights. On the other hand, she recognizes that her regeneration powers mean a situation that is deadly for most people is more likely to just be a painful inconvenience for her. So, she has engaged in heroics occasionally, when fate forces her hand. She most likely to focus on getting other people out of danger, possibly distracting a dangerous person away from civilians in the process. Besides regenerating, she’s fairly athletic and nimble.

 

Power Descriptions:
 

She has plant-like abilities. She makes her own sugar from sunlight, water, and carbon dioxide, and her body has a determinate/indeterminate growth pattern. Any part of her body that is cut off, crushed, burned off, etc. can be regrown by the remaining tissue, even replacing lost memories from say, a severed head.
 
Complications:

 

Daughter is Everything: Luann is of supreme importance to Carnelia. A particularly nefarious villain could possibly even get her to perform acts of great evil to save her daughter.

 

With the Program: Carnelia is a very firm believer in the institutions of her life. She would be very resistant to believe ill of them, even when presented with overwhelming evidence.

A fairly clean sheet! Just two things stuck out to me:

 

With +1 Base Attack and +0 Strength, Carnelia would have a Grapple modifier of +1.

 

I'm afraid Toughness can't be bought directly like the other saves - if you want another +2 Toughness, it would have to be via the Protection power or the like.
