The city covered in lights below him seemed like a living, glistening jewel amidst a see of nothingness. The sight sends a pang of longing to one viewer as he floats two hundred feet higher than the highest building. The Vestige floats silently as memories of the shining towers and glittering avenues of Atlantis tear at his heart.

He spies an oddly familiar being some distance away from him. It takes a moment for him to realize that he is seeing a being of the Fey. How dare they break the pacts made between them and the Atlanteans? Angered by this breach of the pact, he surges forward on winds of the aether to confront this upstart.

If Exile's in then this is going to have one hell of a final fight. We've got potentially 2-3 Archmages, a Seelie Fey of considerable power, A Pulp-style Psychic/Mystic, a Shapeshifter descended from the Fey and a Gadgeteer par none.

does the effect let the injected persons gain new powers or just shift stuff around? If it's the latter option you can use mutation instead.

How about if I lower the squick level? Something along the lines of draining their vitality and turning them to withered husks instead of consuming them completely?
