NPC Help

Hey. As some of you know I've been busy working on a Villain NPC. Like almost every character I seem to make, its a mash up of two archetypes into one, in this case A Darkness Controller and Costumed Detective (Or some variant of that archetype). The backstory is mostly complete, though I still have some troubles with the stats, which are still incomplete and I can't seem to figure out where to spend the remaining PP or where I should reshuffle PP.

The character is at PL12, if that helps. Advice would help me a lot. Thanks in advance for anyone willing to take a crack at it.
