Right now, Death Eye only make warning shot for Kevin and I think that I don't need any special rolls for it.

Death Eye looked at his target who fall down and start to bleed. He is not fulled sure that his target is fulled dead and also the young man may try to call in the ambulance. So he quickly reload his sniper rifle and shooting near Kevin's feet as warning for not getting close to his target without hitting him yet.

Death Eye suddenly notice his target who just knocking back the young man. He started aim carefully at his target and he like to avoid the miss or else his target may flee. He is fulled focus at his target and he never let go of his sight at him like as true sniper.

I can say that Death Eye don't hesitant to shoot at his target even he is surround by peoples.

I'm unsure that if you need to make initiative rolls even it is a sneak attack but I did it anyway.

We could always just use a Freedom City NPC, or even a couple of suped up goons?
