Heh! Been there more then once!
And I'm almost certain that Marvel had a villian called the Piranha sometime way back in the 70s. What can you do, eh?

Another thought: It might be fun to have the heroes attack independently and "bump into" each other. It might provide that classic comic book moment where two heroes aren't sure if they've just run into a new super-villian or each other.
However, if we want to keep things a little more simple and direct, I'm fine with that too.

I would definitely be interested in having The Piranha surface here. I'm just waiting for character sheet approval and will be ready to roll! Looks like fun.

Yeah, I want the damage from his Strike to not necessarily be lethal when he's not raging. And I'd like for him to be able to choose to rage as well, as per the feat. But when he fails that save, I want him to rage and to deal lethal damage without being able to control it. It struck me that it was best to just dump all that into a complication.
Re. the Strength cap, doesn't rage give you +4 to your Str score, which really means +2 to your ability bonus? I know that's how it works in D&D, but maybe the M&M feat is different?

Description: The Piranha is a freakish looking, hairless, scaly humanoid with webbed toes and fingers, which also have sharp claws. Gill slits line either side of his neck. His shiny black eyes seem to be too far apart, and a short, fin-like structure runs from the top of his head to his lower back. His mouth is oversized and crammed full of razor-sharp teeth. He wears a pair of simple black swim trunks and nothing else.
History: Growing up on Florida's Gulf Coast, Tom Tanner always loved the water. It was no surprise - his grandfather and father before him had been champion swimmers and US Navy frogmen. He followed in their footsteps, winning the Florida high school state swimming title shortly before he enlisted in the military. He soon became a military diver, training in demolitions and related work.
But during a covert mission abroad, things went horribly wrong. An explosive device he and his team were carrying to take out an enemy ship detonated prematurely, blowing up a tanker that had been secretly carrying enemy chemical weapons. The rest of the unit died, but a rescue team managed to get to Tom in time. The chemicals wrought all sorts of damage to his body, and his only hope was an experimental treatment involving genetic material taken from a fish.
Tom lived, but he was no longer the man he had been. The combination of the chemicals and the mutations triggered by the treatment turned him into a warped amalgamation of fish and man. He went crazy when he realized what had happened and attacked several people before escaping into the ocean.
For some time, he wandered the waters of the world, slowly coming to terms with what had happened to him. He always had been a patriot and a believer in doing the right thing. It finally dawned on him that his powers could be used for good. Unsure of where to go, he thought of Freedom City, a bastion for metahumans. He recently has arrived in the area, swimming up and down the rivers that surround the city, trying to decide what his next move should be. He has decided that now he will be called the Piranha.
