If you look in the Downtown Freedom forum, you can see how I divided up the parts of town. Each building or landmark in that part of town will have it's own thread. That will keep everything pretty tidy.

I agree with Beard, that initially there should be a cap on the PL, after all, you need something to aspire to

I agree, Beard. I would suggest players are anywhere from PL5-PL10. Referees can reject characters outright if something seems fishy.
