Hard Light, when it's just "we turned up the power so high that it became solid", is a solid projection made of Pure Energy. Note: You can increase the density of light to that of a solid, but the pressure requirements are insane. To obtain light as dense as water, you would need to compress it at a pressure of 10^12 atmospheres. Under such conditions, the light would behave as something resembling a hard solid (i.e. it would have a defined volume, shape, and be very hard to distort) as long as the containment held. Of course, pressures of this scale exist on Earth only in nuclear explosions.
