Kimber is using the Fear effect from her 'terribly beauty' AP setting:

Emotion Control 12 (Beautiful Terror; Extras: Area [Perception, +2], Flaws: Range [Touch, -2], Sense Dependent [Vision], Drawbacks: Power Loss [in Sunlight, -3]) [9PP]

  • Morph 6 (Terrible Beauty; Any Humanoid, +30 Disguise, Feats: Attractive, Fascinate [Diplomacy], Drawbacks: Power Loss [in Sunlight, -3]) [11PP]

  • Super-Senses 6 (Fear Awareness [Mental], Extras: Acute, Analytical, Radius, Ranged, Tracking) [6PP]

That should be a DC 22 Will Save against Fear for the Power Corp who can see her and their ninja buddy.

For the Ninja = 22!

So the psychic ninja is unaffected, 1 is shaken, 2 and 5 are frightened, and 4 is panicking.

The text is written in the arcane language of the spirits, legible only to those who in some way traffic with beings from other realms - Tarva could read it, but she'd need time to cast Detect Magic to use her Ritualist feat.

The book appears to be the unholy text of a cult of Veles, the Slavic god of magic. (Veles is depicted as a blasphemous black dragon in the text, crushing and defiling innocents while devouring their champions).

The section of the text photographed by the Power Corps refers to the imminent return of "Zirnitra", the all-powerful high priest of the cult (depicted as a man with draconic features before all bow while he devours kings and bishops), who will return "MXXVIII after Vladimir Whored For White Christ."

It includes a picture of Zirnitra's personal seal - a double-headed black dragon with a sword in one talon and upside-down cross dripping with blood in the other.

There are no summoned monsters here - but the spirits of the land themselves have been unwholesomely twisted and warped.

Eliza can see how wretched things are growing out of the ground along with the grass, how the apple tree in the middle of the compound is riddled with unwholesome putrescence on the spiritual level, how something has been seeping into the earth here for quite some time.

Eliza's seen some pretty bad things - this is no legendary site of destruction and decay and spiritual foulness. But if the cult is not stopped - it will become one, and soon.

For (largely personal) reference, Wraith has shifted:

Speed 2 (25mph / 250 ft per Move Action) [2pp]
Leaping 1 (x2) [1pp]
Strike 5 (PF: Mighty, Power Attack) [7pp]

And because I suspect we're going to need it...pretty much immediately:

Initiative Roll: 1d20+7 25

That'll do.

And, for surprise round giggles: per AA, the nearest sentry is about 100' from her, so she's going to go wreck his face.

Move Action: Get all up close and personal.

Standard Action: Maul the jerk. Full power attack, taking 10 - effective 'roll' of 17, DC32 Toughness.

If that doesn't KO him, she'll stick around. If he's KO'd, she'll use Move-By Action to keep on trucking ~150' toward the next-nearest sentry that could respond to her teammates' invasion.
