Uh, yes. Yes it is. As that's technically an attack roll, you get a +5 on the Opposed Grapple, which means the Wrackhand needs to make a DC45. Which... really, this is just a matter of formality. The Wrackhand is Bound and Helpless. 

 

Oracle: 28, Unharmed, 2 HP

Harrier: 15, Unharmed, 4 HP

Cannonade: 11, Bruised x1, 5 HP

Wrackhand: 3, Bruised x2, Bound, Helpless, 0 HP

 

Harrier is up next.

It is an all-too-acceptable target. The Wrackhand makes a 20, which means it's Dazed and Disabled. As it has Immunity to Fort effects, it does not need to save or die just yet. 

 

Oracle: 28, Unharmed, 2 HP

Harrier: 15, Unharmed, 4 HP

Cannonade: 11, Bruised x1, 5 HP

Wrackhand: 3, Bruised x2, Disabled, Bound, Helpless, Dazed (Harrier's Action), 0 HP

 

Cannonade takes a swing at the bound Wrackhand, and manages to hit. The Wrackhand needs to make a DC26 TOU save; it makes a 19, taking another Bruised and having its Daze refresh.
