Power Description: Kelly inherited her fathers clever mind and her mothers mutant genetics. All the things humans do, Kelly does better. She's stronger, faster, tougher, heals quicker, and possesses enhanced senses.

Her Strigidae suit was once a marvel of technology, but today is woefully outdated. Still, it enhances her physical capabilities and its rudimentary quantum computer links with her brain to allow marvelous leaps of intuition. It also stores memorized combat maneuvers, artificially amplifying her combat skills.

History: Her mother and father met in the second world war. Her father was a scientist for the allies, developing super science weaponry to arm the soldiers and her mother was a special operative who worked with friendly Shinobi clans on the Pacific front. After the war her father would become a mad scientist, obsessed with the unharnessed power of sonic technology. Her mother would defect to the Shinobi clans that trained her, outraged at the use of atomic weapons against civilians.

Kelly grew up in the lair of her supervillain father, watching him tinker with powers best left undisturbed, and watching her mother train their minions in the mystical arts of the Shinobi. It was not an unhappy childhood, her parents loved her and did their best to keep her safe. Kelly had a wide education and exciting life; none of the heroes of that era would dream of hurting a child, most seeking to rescue her from her villainous parents. It was a time characterized by brightly colored costumes, flashy powers, and mostly harmless brawls in the vault of another bank, or on the balcony around her father's latest super-sonic weapon.

With an upbringing like that it is no surprise that Kelly went into supervillainy herself. She was a hard worker, and started at the bottom. At first she was a minion for various supervillains. The Crazy Cowboy, Crimson Bumblebee, and other C-list villains were all on her list of employers. She worked hard, never complained about the ridiculous costumes, and in time she was working as an enforcer for B-listers. Colonel Crusher, and Dr. Fractal admired her work ethic and invested some of their resources into making Kelly a supervillain. Thus the Strigidae was born.

This was the time of her life. She robbed banks, feuded with other villains, and even inherited her parents nemesis; the shield wielding super soldier Lady Freedom. The fought everywhere from the decks of a sinking battleship, to the cargo hold of stealth planes, clashed on secret moon bases and brawled down the streets of Moscow. Kelly came to respect her arch-nemesis, admiring her never quit attitude, tactical acumen, and even her devotion to the heroic ideal. It was the time of her life; supervillainy was exciting, without being a bloodbath.

But times changed. Strigidae begin to clash with gun toting vigilantes. An encounter with the mini-gun wielding Multi-Stryke left her near death, and keenly aware that her assortment of owl themed ninja weapons was outdated. When a vigilante named Firefight set her on fire as she tried to escape a botched bank robbery she decided enough was enough. Times had changed, and Kelly had made more than enough money. She hung up her cowl and retired to a private mansion in Wyoming. There she found new hobbies, and watched incredulously as the world of supers changed from brightly colored role models to bloodthirsty killers on her TV screen.

In 1972 her elderly father doned his Dr. Sonic costume one last time. In a fit of dementia he climbed onto the roof of a local grocery store and demanded millions of dollars in ransom for his hostages (most of which had already escaped through the fire exit). Kelly watched on CNN as the vigilante strongman named Bloodfist snapped her fathers neck in one blow. It took him six minutes to die, laying in a dumpster while Bloodfist screamed profane threats toward any other villains who dared show their faces.

Kelly didn't want justice. She didn't want closure. She wanted revenge. And revenge she got. Armed with a high tech sword and machine pistol she gunned Bloodfist down as he checked his mail box. Violence beget violence; his brother put together a team of outlawed vigilantes and they hounded Strigidae to the ends of the earth. Life was brutal. Violence was unchecked. It changed Kelly. The light hearted owl themed martial artist became an armored ninja, lethality flowed from her pores. There were no limits.

Terminus invaded. At first it seemed like another wave of aliens, just one more group of minions to cut down. It wasn't. This time was different. Earth teetered on the brink of disaster. The light of freedom flickered, nearly extinguished by the darkness of tyranny. Kelly joined forces with her old nemesis, Lady Freedom and they fought shoulder to shoulder against all the horrors the universe could throw at them. In the final battle Lady Freedom saved Strigidae's life.. at the cost of her left arm. Strigidae carried her to the hospital as the dust cleared, and when Lady Freedom was out of danger Kelly turned herself in to the authorities.

Kelly lived in a six by ten cell for two decades. Eventually they told her she had paid her debt to society and let her free. She didn't believe it. Twenty four faces still haunted her dreams.

Personality and Motivation: Kelly is quiet, withdrawn, but driven. She rarely seeks out the company of other heroes, because they rarely react well to the sight of an infamous iron age villain. Today she tries to distance herself from her past. Her collection of lethal weapons lay abandoned in her old lair; she fights with the deteriorated remnants of half remembered martial skills.

Tactics: Relatively out of shape and out of practice Strigidae is only a fraction of her former self. Stealth and martial arts are her tools now. Though her skills have faded through her long period of imprisonment she applies them as best she can against the criminal elements of Freedom City.

Complications:

Feared and Hated: Her misdeeds have earned her a certain level of infamy, among those who remember her.

Arcani Exile: The clan of mutant Shinobi who trained Kelly's mother, and Kelly herself have exiled Kelly and placed the mark of death upon her head..

Still a few formatting things to fix up:

  • There's no description of what she actually looks like, in or out of the suit. That part's important!
  • Even if she's not spending any points on Charisma, still list it as +0 in the PP tally. "6 + 6 + 6 + 6 + 6 + 0 = 30PP"
  • For the abilities she has enhanced powers for you've got the right idea but list both bonuses. "Strength: 16/24 (+3/+7)"
  • Attack Bonus can be tidied up some. "Attack : +3 Base, +6 Melee, +7 Suit, +10 Suit Melee"
  • I like that you've listed where everything comes from for Grapple, but flip it around so the actual total is at the front, the same way Defense works. I also don't see Grappling Defense on her sheet; I assume that got cut somewhere along the way! Since her Strength and Dexterity are the same, its moot, just list the correct ability. "Grapple: +17 (+7 Strength, +10 Attack)
  • Make sure to list her flat-footed defense. "Defense: +10 (+3 Base, +4 Suit, +3 Shield), +3 Flat-Footed
  • I'd tidy the saves section up some, too; your nomenclature is a little inconsistent there.
  • For skills, like ranks and PP at the top, not each skill one by one. "Skills: 48R = 12PP"
  • You don't have to list skills she doesn't have ranks in; in those cases she's just making an Ability check.
  • Make a note next to the skills she has Skill Mastery in. "Acrobatics 8 (+15) SM"
  • I only see 17 Feats but you're paying for 18.
  • The Powers in her device should still be bold and formatted like her other powers.
  • The Super-Senses in her suit don't appear to be finished.
  • Visual and Auditory senses are already Acute by default. You may have meant Accurate or Analytical. See >here for a list of what each sense type includes.
  • You still need a DC table and a total PP count at the bottom of your sheet.

On the actual audit side of things, what's the thinking behind the One-Way Transformation on her suit? Why should it be so much harder to take off than put on? For a 2PP Drawback we're talking about hours and probably special equipment to remove.

I'm also curious about the reasoning behind Enhanced Wisdom in the suit. Super-Senses make sense for a heads-up display and sensor suite, but as it stands it also make the wearer more strong willed, better at foraging for food in a woodland area, better at telling if someone is lying and so on.

As an aside, she's got nominally 16 in all of her ability scores and +10 in all of her exotic saves. There's absolutely nothing wrong with that but it is pretty nondescript. Just within saves, for example, a higher Fortitude than Will might be a ballroom brawler who shrugs off pain but falls for dirty tricks while a higher Reflex than Fortitude describes a fighter who relies on escaping explosions by the skin of their teeth. It's an opportunity to represent your character's flavour mechanically.

Just putting everything a character says in bold text can be a little annoying on the page, but that's getting into the most minor nitpicking! On the whole a really solid first draft. It might be useful to give it a little more time in Character Building if you're still tinkering.
