Gabriel will switch his array to Flight, stow his weapon, move over to where the panicking Earth civilians are, and Skill Mastery for a 30 Diplomacy to calm folks down and keep them from scattering.

Okay, I'm guessing that everyone else is engaging in conversation, so Cannonade is going to be taking care of the Constables. He uses Shockwave again. None make the Reflex save to halve, one makes the TOU save. For a Move action, he decides, "Screw this" and Leaps away to join the others.

The Constable can't really keep up, and will likely take the opportunity to go get backup, so we're out of rounds.
