The Notice check, along with Detect Magic, suggests that this isn't a disguise for the adult Set Frost has experience with but it's definitely a god. He seems pretty genuinely happy to be there, too!

Fleur is going to use her snare to try and catch a few of the bad guys. She will roll out her shapeable area effect in a broad, low pattern that covers a total of 375 square feet and rises five feet in the air, trying to reach as many of them as possible. The vines are selective and will avoid her allies. Any bad guys who don't get out of the way of the effect will need a DC 30 reflex save.

Okay, 1d12=7 of the Tzitzimimeh fall into that. The rest are already in the air!
Reflex Save vs. DC 25. (1d20+8=24, 1d20+8=17, 1d20+8=18, 1d20+8=11, 1d20+8=25, 1d20+8=9, 1d20+8=23)
All but one of them fail the initial Reflex save to avoid the Area effect. They have Evasion, so that one is safe.

The remaining six, including the ones already fighting Sekhemt and Nick, are not so lucky!

Bound Tzitzimimeh
Corrosion 6 on the vines, lowering the Toughness to +9 then imposing a DC 21 Toughness Save. I'm having the vines take 10 here to simplify things, so they're Injured, for +8 Toughness all told.

The Serpent's Tooth is Damage 2 (Extras: Autofire 1 [6], Poison, Penetrating 2, Power Feats: Incurable, Improved Critical 2, Mighty) with +4 Strength.

Tiamat's Defense is currently 15 against Medium sized attackers, so we're looking at +4, +5 and +4 Autofire DC respectively.
That's a series of DC 25, DC 26 and DC 25 Toughness Saves for Tiamat, with the threat of Poison.

Full Round Action: Combined Serpent's Eye attack vs. Fleur.
The Serpent's Eye is Paralyze 10 (Extras: Range [Perception], Flaws: Action [Full-Round], Sense-Dependent [Visual]) .

Combining attacks for +2 DC, that's a DC 22 Reflex Save to avert her eyes, then a DC 22 Will Save against the Paralyze effect.

 

The remaining two simply pass the turn clearing their dazed statuses! Gaian Knight is up once we get those saves.

GK's going to go ahead and attack...well, as many of them as he can safely fit in fifty-five connected 5' cubes. How many is that? I don't know! Probably a bunch. But not anyone engaged in melee, so Tiamat's going to have to fend for herself a bit at the very least.

It's a General, Shapeable AoE coming straight up out of the ground with a focus on the snared baddies. DC21 Reflex for half, DC26/DC20 Toughness.

[EDIT] NOPE! Nope, that is a stupid idea and my brain is stupid for suggesting it. Also it causes uncomfortable questions about area-attacking helpless, snared enemies.

Instead he is going to straight-up attack one of the ones trying to take a chunk out of Tiamat's hide.
