Mostly, it'll be Silhouette's idea, the people she'll be inviting, Push, Wail, Cannonade, and Warlock. The set up for this invitation would be Sil inviting them to the site of an old HQ to a former hero she befriended in the Fens which she'll be reinveting to use as an HQ herself. Link to comment

You can assume that he sent Sil a polite but firm 'no thank you', with the addendum that if they ever needed his help, they'd know where to find him. Link to comment
