If you want to call it a storm you can, but your only Weather-related attack power is Blast, so that is the amount of damage you can do to a single target. If you want to use Extra Effort to get a more powerful blast or an Alt Power with an area attack, you could do that too.

I was pretty much just going for a "lightning storm", so Blast with the Burst Area.

Yes. It is about as fast as you, but it only gets one standard action per round because it is staggered.
