Alternate Identity: Larry (last name unknown)

Description: A hulking beefy man with quite a bit of body hair, adorned in a paper bag mask occasionally, an old pair of Hanes briefs, a sleeveless T-shirt with a "G" Spraypainted on it, and a cape safety pinned around his neck which alternates form being a towel or is occasionally a blanket.

History: Larry never did very well in school. He ran away at age 12 to look for adventure....alas he ended up in Freedom City's southside among some of the resident homeless.

As he grew older he was never able to get a job and sort of fell through the cracks of society... ashamed to be homeless in Freedom City, afraid someone who knew him may see him, He took to the sewers.

One day while traveling through the sewers he saw some odd glowing orange liquid making its path down the waterway. Trying to lean in to get a closer look he lost his footing and fell headfirst in the radioactive material. The ooze enhanced his allready above average strength and toughness but also branded him permanently with the smell he had carried as well only intensified.

Now some odd years later he is a defender of the local homeless population in Freedom City...

I mentioned this in the chat, but your bums are a bit too effective for what appear to be, well, bums. Here's my envisioning of what a bum might look like.

Bum

PL 1, 8 pp

Strength 10, Dexterity 10, Constitution 10, Intelligence 10, Wisdom 10, Charisma 8

Combat: +1 Attack, +1 Defense (from Dodge Focus)

Saves: Toughness +1, Fortitude +0, Reflex +0, Will +0

Feats: Danger Sense, Dodge Focus 1, Equipment 1, Uncanny Dodge (hearing)

Skills:

Bluff 5 (+4), Knowledge (streetwise) 5 (+5), Intimidate 2 (+1), Notice 4 (+4), Sense Motive 2 (+2), Survival 2 (+2)

Equipment:

Knife (+1 save DC), equivalent of a leather jacket (+1 Protection)

Drawback: Destitute (-1 pp)

This is a lowball, but I don't see them going above PL 1. If you were to improve the NPC, it'd probably be in skills, saves, and feats.
