The contents of the manila folder are as follows:

A dossier of Dr. Peter Hanks: Dr. Hanks was a scientist as amoral as he was brilliant, and worked primarily on the study of how the human genome could be improved to grant superhuman abilities. He was instrumental in stabilizing the effects developed in Project Prometheus, though exactly what this means is unclear, as the section on Project Prometheus was blacked out.

Dr. Hanks augmented himself with two albino gorilla arms attached just above his hips. These arms were not found at the scene of the murder, and whoever compiled the report suggests that the removal of the kidneys was intended to be a red herring for the police. However, the killer clearly wanted the body to be found, given the public location in which it was left.

A dossier of the second victim: The second person to be murdered isn't named, only described. He was a competitor of Dr. Hanks, and had been the primary internal suspect in Dr. Hanks' murder until his own murder. He was trying to augment human potential through cybernetics. He was discovered with his head completely torn off, and his internal power cell rigged as a timed explosive. He was discovered by Grant Conglomerate personnel before he went off (and just before he was discovered by the police, who had apparently been alerted) and handled through a controlled explosion. The way that it was written up, the fact that this man had an internal power cell was unremarkable.

A single page with a few sentences of "conclusions":

"The M.O. of whomever is committing the murders is unlike any known superhero or supervillain. Given the augmentations of the victims and our current inability to discover who the killer is through forensics, it is likely that the killer also possesses super-human abilities. Still, we should investigate Larceny, Inc. to ensure that they have not chosen to increase the stakes in our poker match."

Finally, a phone number with a Freedom City area code and an e-mail address are on a sheet of paper with the words "Contact us through this" handwritten at the top of the page.

Kat figures, since she's no CSI, her best bet is to see about any new superfolk in town with the 'moral flexibility' to kill 2 people in fairly gruesome ways, and especially if anyone's been acting up in the time frame of the killings. Kat has a few contacts in the city, so she'll hit them up for some info first and see where that leads.
