History: Marcus Hines is someone you should be watching on Sunday. He was the nation's most promising young Linebacker coming out of high school in Nevada, an accomplishment that was lost on his intellectual parents; both of whom worked for a branch of ASTRO-labs. They tried to be supportive of their son but hoped his fascination with such a violent pastime would go away. So they weren't sure how to react when their son received full scholarship to play at Freedom City university.

Marcus was glad to get away from home, out of the desert, and to go to freedom city had always been a dream of his. He was amazed to be in a city filled with heroes, but he forgot that with heroes come villains. On his way to practice, he came across a titanic battle between the Hero Daedalus and the Hiroshima Shadow. During the battle Daedalus blasted the Shadow with a strange ray, which dispelled the waves of radioactive energy, from the villain, leaving behind a small naked man. Marcus might have been sacred of a radioactive elemental but, he wasn't frightened by one naked man. Marcus rushed the man and tackled him to the ground. Daedalus barley had to to shout : "No! Its only tempo-" before Shadow re-ignited blasting Marcus with a beam of concentrated Radiation.

Though the League showed up to take down the Shadow, Marcus was barely hanging on to life. He was rushed to an intensive care facility and his parents were flown in. He had suffered numerous fourth degree radiation burns and was delirious with radiation sickness.The Doctors told them that Marcus would be dead by the morning.

Fortunately for them the ever resourceful Daedalus had an idea. He went to the League HQ and returned with a vial of blood. The blood was that of the villainous Praetor. He theorized that Praetor, Centurion and others like them who had been inundated with Terminus energies, absorbed and stored ambient cosmic radiation, and converted it into the energy that fueled their powers. He believed that if Marcus was injected with the blood, the radiation that was now killing him would instead be used to heal his body. His parents didn't care as long as it had a chance to help their son. So that night he was injected with the blood, of the one of the league's most powerful enemies.

As Daedalus predicted the process worked, and Marcus's body began to heal at an incredible rate. What would have taken years of painful and expensive correctional surgeries happened in a few days, and a week after he had been admitted, as little more than corpse with a timer, he walked out. Marcus never felt as good as he did. It wasn't just that he avoided death, he felt even better than before. It was when he was jogging and suddenly found himself flying through the air, that he realize that he had gained powers. He didn't understand the whole process, but knew somehow that the Praetor's blood had taken over somehow, turning his body into one just like his and Centurion's.

Though it cost him his scholarship, Marcus informed the faculty of his new Status, they took it well. His parents didn't but he had made up his mind and had no intention of backing out. He would make a name for himself in Freedom.

Personality & Motivation:

What Marcus wants is to make a big name for himself as a hero. Due to his overconfidence he is often lead getting in over his head. Marcus has spent much of his life being told what to do. First by his couch, then his sergeants, then the scientists. Now there is no one telling him what to do so he is left to his own impulses. He is pretty confidant in his strength and never hesitates to use force, though doesn't try to harm people. He means well but he needs someone to steer him away form trouble.

Marcus doesn't wear a makes to conceal his face because, he thinks of himself primarily as All-Star. Only occasionally will he attempt to hide his appearance so he can walk around Freedom unmolested.

Powers & Tactics:

Marcus is a doer not a thinker. His first instinct when facing a problem is to use force, and his second instinct is to use more. He is a brawler and tends to dive into situations head first. He prefers to use his fists, but if the situation warrants it he also uses his plasma vision.

Complications:

Marcus is easily riled up and loses his temper more often than he should. He can also be quite petulant when upset. A well placed challenge to his machismo can incite the young hero to fight.

Ally: Though it was Daedalus who saved his life, it was with the Freedom League's leader Captain Thunder with whom All-Star has bonded. Being another big jock Thunder understands Marcus's temperament, and Marcus looks up to the elder hero. All-Star has a deep respect for Thunder and would believe anything he told him.

Rival: All-Star has a rivalry with Thunder's son Bolt. The two rarely miss a chance to upstage each other. Though in his heart All-Star sees Bolt as a younger brother.

Enemy: Marcus knows that Hiroshima Shadow is still at large. If there is anything that still frightens Marcus, it is the walking radiation elemental.

Public Id: Marcus hasn't made any attempts to hide his identity, because he has given up the normal life. While he does occasionally go around town as a regular, this is just a cover. Meaning Not isn't to figure out who All-Star is if someone did a serious background check.

Firstly, and most importantly, Ronin had 156 power points and was PL 10, All-Star is the same.

Stats, good.

Combat is misspelled.

Your grapples is a maximum of +28, but can change depending on your alloction of Super-Strength on a given round. It is +20 without any Super-Strength.

Your Knockback modifier is currently -9. (Ranks in Impervious Toughness + 1/2 remaining value in toughness)

Your Initiative is +9 (+1 Dex, +8 Improved Initiative 2).

Saves,

For Toughness and Fortitude saves denote what your saves are with your normal constitution and your enhanced version. Also, at full Enhanced Value, you have a Constitution modifier of +12, which gives you a +12 Toughness and Fortitude save.

Also, although I have no problem with it as is, you may want to consider a few points in Will save.

Skills, add up.

Feats:

I'm counting 15 feats, not 12. Also, alphabatize the list. Finally, if you don't have Equipment, you can just delete that quote box.

Powers:

The first Blast costs a total of 20 power points. Blasts costs 2 per rank, Distracting knocks that back to 1pp/rank, 12 ranks therefore costs 12 points. 6 ranks of penetrating and 2 ranks in accurate brings the cost up to 20 points total. In addition, this attack has +9 bonus to hit and deals +12 damage, and therefore breaks caps.

The Blast AP has 2 problems. Firstly, it costs 27 power points, which cannot be afforded, as it only has a useable alotment of 20 points. Secondly, general area attacks are capped at a maximum rank of your PL, in this case 10.

The Enhanced Strength AP costs a total of 23 power points, and is likewise over budget. Also, in order for a power to be a Dynamic Alternate power, a least one other power in the array needs to be Dynamic as well.

Then we move onto the Dynamic Array.

As stated previously, the base power needs the Dynamic Power feat. So Flight would cost 17 power points. Each DAP costs 2 points on top of that so the total cost of this array would be 23 points.

Also, each power in the array has a number of points to spend equal to the base power's cost, minus the Dynamic Power feat, so in this case 16. As such, the Super-Strength DAP is over budgeted, knock it down to rank 7 and you'll be fine.

For Immunity (life support) you can just say life support and leave it at that, but if you want to break it down, fine by me.

Lastly, please separate the Drawbacks section from the powers section, and denote that you have no drawbacks.

Like the background; seems like a nice straight-up paragon.

What's the mechanic on his Penetrating Strength Damage?

Oh God, the Will save. The Will save. But if that's what you're going for. :D

His sheet would be easier to read if you cleaned things up a bit: i.e, fixing his attack bar, and making clear that he's got Impervious Toughness, not Impervious CON.
