DC 10 – Push is a vigilante seen in different cities across the United States, but most recently in Freedom City.

DC 15 – The name Push was coined after the vigilante was caught on camera using kinetic blasts, linking him with other reports of vigilante work of a similar nature throughout Gear City.

DC 20 – Federal officers were, but are currently no longer on the hunt for Push regarding the Museum Massacre, instead shifting their attention to an enigmatic warlock named Mr. Scratch.

DC 25 – Push was caught by AEGIS agent Victory, and was offered a deal to head the hunt for Scratch in exchange for not being charged with the killings.

DC 30 – Push's current liaison is AEGIS Special Agent Arthur Kent.

DC 25 – “Yeah, I saw him, and I swear I caught a glimpse of his face when that scarf fell down. He’s younger than me, and I’m in my first year of university!â€

DC 15 - Demons from many different camps are complaining about a metahuman who constantly seems to show up when they are summoned, calling him the "Hammer-Bearer".

DC 20 - A powerful demon knight was recently flattened by this same "Hammer-Bearer", after being summoned to capture him by an individual called "The Grey Man".

DC 25 - The real identity of the Hammer-Bearer is known to some higher-up abominations as the metahuman Push, who is apparently hunting and being hunted by a warlock named Mr. Scratch, also known as "The Grey Man".

Partisan

Gather Information

DC 10: The Partisan is a new hero operating in Southside and the Fens. He has a crazy Flag Costume must be some kind of Patriot fan.

DC 15: The Partisan has some kind of bionic or arm or something maybe he's another government cyborg.

DC 20: The Partisan appears to be using some old military hardware but its WWII era very outdated.

Knowledge: History

DC 10: The Partisans costume looks like a throwback to the Liberty League era costumed superheroes.

DC 15: The Costume and Equipment he uses is almost identical to that of the Tomorrow Soldier a WWII costumed hero who fought in the war with the Allies of Freedom. He must be a Legacy Hero.

DC 20: The Tomorrow Soldier is widely held to have been an alter ego of the Patriot used for special missions.

DC 25: The Tomorrow Soldier was another product of the Patriot project. His records have all been sealed after his retirement shortly after the war.

DC 30: The Tomorrow Soldier project was renamed Unknown Soldier shortly after the war, all records on both are sealed.

DC 40: The Tomorrow Soldier was removed from service due to believed communist ties.

DC: 10 The Southside and Fens have a new protector. The Patriotically themed Partisan has targeted many Gangs in the area.

DC: 15 When the Partisan catches minor criminals he gives them a choice to face arrest or a promise to go clean and help out their neighborhood.

DC: 20 Those who go back on their promise to go clean and legit aren't given a second chance, he takes them in usually in front of a crowd to shame them.

DC: 25 The Partisan seems to have some connection to the Southside Youth Center. Anyone who tries anything around there gets taken down hard.

Sam Harrison

Gather Information

DC: 10 Sam is an assistant manager in charge of outreach at the Southside Youth Center.

DC: 15 He puts a strong emphasis on civic duty in his outreach working to build pride and confidence in where the teens he works with come from more than trying to just get them out.

DC: 20 Sam Harrison Recently was released from Prison. His record is sealed and he doesn't appear to be on any kind of parole.

DC: 25 Sam Harrison only recently was assigned a social security number. His birth certificate puts his age at 87 he looks barely half that age.

DC: 30 There are old records of a Sam Harrison joining the army in 1941 with a blue discharge five years later. All Service records are sealed eyes only.

DC: 35 Sam Harrison was transferred to project Patriot shortly after his enlistment. His records show him to have taken on the code name Tomorrow Soldier during the war.

DC: 40 The Tomorrow Soldier project was closed and sealed changed to project Unknown Soldier. Sam Harrison was placed under arrest for contempt of congress and suspicion of treason. Unknown Soldier was the name under which the coverup of his involvement with project patriot and war service was carried out. His release was recently effected by a Justice Department special commission, he has opted not to press his case against the government wishing only for his record to be officially sealed.

DC10: Sam Harrison helps run the Southside Youth Center. He's a bit of a hard ass about things but always willing to listen to the kids he's helping out.

DC15: Sam takes a vehement stand against gangs and the criminal culture that pervades much of Southside. He's kicked out numerous people who have shown up to the center flying colors.

DC20: Sam must be ex military or something he took on like five guys from the Southside C's and handed their asses to them.

DC25: Sam was in Prison until recently like a max lockdown. No one knew what he did but he had a rep to be untouchable. inside.

Cobalt Templar

Gather Information

DC 10: Cobalt Templar is a hero in Freedom City, having established himself as both a solo and team hero. .

DC 20: He has been a member of two iterations of Young Freedom. His second year on the team saw him as co-leader with heroine Sage. He currently has no team affiliation.

DC 25: CT seems to have personal friendships with Wander, Midnight, and Kid Cthulu. He also seems close to Ultiteen.

DC 35: Cobalt Templar's junior year saw him take part in a multi-dimensional adventure that culminated in the death of disgraced hero Rick Lucas, and the temporary destruction of Omega, Lord of the Terminus.

Knowledge: Arcane Lore

DC 10: Cobalt Templar's energy constructs and attacks seem particularly effective against the foulest sorts of beings.

DC 15: In fact, he seems to wield what some might call the "Fires of Creation", or "Holy Fire", a potent source of power for such a hero.

DC 20: There are rumors of devices being constructed in the past to harness such sources of energy, with varying degrees of success.

DC 25: In particular, there are hints of successes achieved by an ancient group of isolated Kabbalah practitioners in the first century AD.

DC 30: Cobalt Templar wields the Blue Ring of the Determined Leader, one of the Seven Rings (created in 52BC).

Corbin Alphonse Hughes

Gather Information

DC 15: Corbin is a student at Freedom City University, formerly at Claremont Academy.

DC 20: Corbin used to live in St. Louis, Missouri before moving to Freedom City. His parents seemed to be the force behind the move.

DC 30: Corbin was on an archeology expedition with two seasoned professors in the Middle East during the summer after his sophomore year of high school. Something occurred that ultimately cut the trip short.

Knowledge: Business

DC 10: Albert Hughes (Corbin's father) is Chief Human Resources Officer of Rath and Stromberg Investments; his mother Sarah Hughes is Chief Analytics Officer at the Rhodes Foundation.

DC 15: Albert and Sarah were both promoted within the last year, having come from the same company where they were Associate Chief level managers.

DC 20: The Hughes family is something of a classic American ideal; they went from the lower end of "middle class" to "high powered upper class" in less than twenty years. They both have exemplary business records, bringing undisputed value to their new employers.

Powerhouse:

Gather Information

DC 10: Recently, Sightings of a man running around without a shirt doing impossibly heavy lifting in bright Spandex pants have been reported at all hours of the day.

DC 15: Powerhouse is a new hero who just recently appeared, but almost never sticks around after doing anything Super heroic, so it's hard to know what he looks like. He seems to have had contact with multiple other heroes, but his status on a team is unknown

DC 20: Powerhouse is a recent addition to the streets of Freedom, being seen patrolling at almost completely random times that never seem to match up to any known schedule. Even when speaking to other heroes, he has a habit of leaving when the conversation is over right away, or constantly looking over his shoulder. He doesn't belong to any Super Team, despite spending time with many heroes at differing times

Rene DeSaens:

Gather Information

DC 10: Rene DeSaens lives in the Riverside District. He is a well known artist and art-dealer.

DC 15: Rene is also known to be a mage of some power - something he neither hides nor advertises.

DC 20: Rene came to Freedom City recently, having moved here from Europe. He is a wealthy man and has a large collection of antiques and art. He lives in a large old house that is a listed building.

DC 30: Rene is well over a hundred years old, and has lived most of his magically extended life in Europe. Whilst not immortal, he ages slowly. He is French by birth. He is homosexual, although has not been in a relationship for decades.

Knowledge: Art or Business

DC 15: Rene is known as an artist (has some small local fame).

DC 20: Rene is a talented artist and art dealer, specialising in classical European art (rather than modern variety). He is a private collector - independently wealthy but not fantastically so.

DC 25: He specialises in renaissance era French art and European impressionist paintings. He appears classically trained, but now mainly paints in the impressionist style.

DC 30: His works and dealings go back over a hundred years.

Knowledge: Arcane

DC 10 Rene DeSaens is a mystic.

DC 15 Rene's branch of magic is related to Art.

DC 20 Rene uses painting (and to a lesser degree, sculpture) as a medium for his art. With magic, he can paint onto reality as if brush strokes appear in reality. He has a magic paintbrush that lets him create more complex magical effects, but with more complexity comes more work and effort in creating the art. Rene is quite a skilled artificer.

DC 25 Rene is very old, very wise, and favoured by the fates - the very reasons he became a mage. Whilst he is short sighted, he also sees with his mystic "Mind's eye" - mentally seeing the world like an impressionistic painting. This can give him an unusual point of view with regards to the world.

DC 30 Rene was initially trained by Broken Crow (an ex master mage). During the French Revolution, Rene helped Broken Crow take down a vile necromancer, and Broken Crow subsequently took the talented but untrained young frenchman under his wing. During his long years, Rene has created his mystic paintbrush, the robe of mists (a chest garment related to the powers of the wind), and a talisman of protection (that provides him with inhuman fortitude).

Knowledge: History

DC 25 Rene is recorded as having been a combatant during the French Revolution, around 200 years ago.

DC 30 Rene is recorded as having fought, with distinction, in the French Revolution as a captain. His most famous exploit was burning down the villa of the Marquis de Necrome, a particularly nefarious and cruel aristocrat.

DC 10: Oliver Isles is an up and coming record artist, he currently has 2 CD’s out.

DC 15: Oliver comes from a long line of Singers, his mother; grandmother and Great Grandmother are all famous singers.

DC 20: Oliver lives with his parents in an apartment in Riverside, The apartment is inaccessible to the general public because of both Oliver’s and his mother’s fame.

DC 25: Oliver was going to Franklin T. Roosevelt High, up until Christmas Holidays 2010, He now attends Claremont academy after gaining an unexpected scholarship.

DC 30: Oliver was exposed to lethal levels of toxic chemicals during the Grue invasion, it is Unknown how he survived, or what, if any, side effects there may be for him.

Daemon

Gather Information

DC 10: Daemon is a new hero who has recently made an appearance in Freedom City.

DC 15: Daemon has been spotted on several occasions around Downtown Freedom area.

DC 20: Daemon seems to have the powers of ghosts, vanishing in plain sight and passing through solid matter.

Knowledge (Arcane)

DC 15: Many of Daemons powers seem to have traces of Der Schattenwelt.

DC 20: Daemon himself seems to resonate with Shadow magic, whether he knows it or not, is unknown

DC 25: Daemon seems to be the host to a fragment of the Der Schattenwelt, despite this he seems intent on doing the ‘right thing.’

Volcano

Knowledge (Life Sciences)

DC 10: Volcano's real name is Mike Cindra; his case of "spontaneous human semi-combustion" was heavily covered in scientific and superhuman journals.

DC 15: Volcano doesn't eat or drink anymore; instead, he buys bags of rocks from a hardware store, which melt in his mouth and resupply him with fresh lava.

DC 20: The scientists at the Albright Institute never figured out the real cause of his mutation, and some speculate that Cindra's case may be just the first such spontaneous transformation.

Knowledge (Streetwise)

DC 15: Volcano works closely with Sgt. Jeff MacAllister, a NCPD detective, in cleaning up the streets of Southside.

DC 20: Volcano, a.k.a. Mike Cindra, used to be a petty criminal who roamed Southside with a gang of fellow delinquents, engaging in petty vandalism and getting in fights.

Gather Information

DC 10: Volcano is a newly-empowered hero whose body has turned into magma and obsidian; he uses the heat he generates to fight crime in Southside.

DC 15: Volcano's expenses are paid for by the Albright Institute, and he's "on call" with them in case of emergencies.

DC 20: Volcano's brother, Robby, owns a motorcycle repair and custom shop called "Cindra Cycles" in Riverside. He has a wife, Alissa, and two kids, Derrick and Mikey.

DC 25: Volcano lives in a specially-prepared apartment in Southside. There's not much to it besides heat-resistant floors and walls, and some stone slabs for sleeping or sitting.

Marcus Irons / Arcturus

DC10: Marcus Irons is a sophomore at FCU, majoring in library sciences.

DC15: Marcus often makes visits to Blackstone Penitentiary, at least twice every month.

DC20: Marcus's father and mother are both highly sought-after supercriminals; while his father (Khimera) is currently in custody and a model prisoner, his mother (Runic) is still at large.

Knowledge (arcane lore)

DC10: Marcus possesses the Beast Rune, a magical symbol that allows him to transform into an enormous bear.

DC15: The Beast Rune shares a common thread with lycanthropy; the difference is significantly more controlled, and theoretically could allow Marcus to transform into nearly anything. The Beast Rune is unique in that only one person can possess it at any given time.

DC20: Every single user of the Beast Rune prior to Marcus has died from being overwhelmed by the Beast Rune, unable to synchronize with its profound effect over their aggression, save one. The previous holder is serving a life sentence in Blackstone.

DC25: The version of the Rune Marcus possesses is also called Animus. Animus himself is an actual, physical entity that currently inhabits Marcus's mind and can actively speak to him through dreams and meditation.

DC15: Marcus spends a good portion of his off-campus free time in the park and the museums surrounding it.

DC 20: Brian's father is in a white-collar prison upstate. Brian visits at least twice a month.

DC 25: Brian is a mutant, able to manipulate a strange red-black energy. He can fly, surround himself a force-field, or blast his enemies.

Learning About Blueshift (WIP)

Rachel Geist

Gather Information

DC 10: Not much is known about Rachel. She is a small, mousy girl with brown hair that lives in Freedom City. She is in her early twenties.

DC 15: Rachel works at the Best Buy in Center City. It seems her employment is more of a formality than much else. She never seems to work more than a few short shifts every week.

DC 20: Everyone seems to know that Rachel isn't the most social person. Her neighbors attest that she almost never leaves her apartment except for errands and work. Even then, she comes straight home afterward with little conversation do be spared.

DC 25: Rachel has been diagnosed with a small number of acute social and anxiety disorders and is receiving regular medication for OCD and Agoraphobia. These conditions offer some explanation for her rare public appearances. A suggestion from her therapist to face her fears explains the part time job.

Knowledge (Physical Sciences)

DC 15: Rachel graduated from FCU with a degree in Electrical Engineering.

DC 20: Rachel's educational history is astounding in that she achieved a degree that many take years to attain when she was only 18.

DC 25: Rachel supplements her income by working part time as an inventor. She holds several small patents for a few inconsequential inventions. A few of her self-crafted trinkets are available on the internet for sale.

Blueshift

Gather Information

DC 10: Blueshift has been appearing on the scene of crimes and offering her help to civilians and other heroes since late January 2011.

DC 15: Blueshift does not seem to have any powers other than her ability to effectively use a large assortment of technological devices to combat crime.

DC 20: Blueshift's devices are all of her own creation and repair. She is both a skilled inventor and strategist. Her cloaking device has been known to malfunction from time to time.

DC 25: Blueshift does sport a superpower of sorts. Her brain processes information at an alarming rate. This affords her certain advantages in planning and observation of the various situations she finds herself tangled in.

Knowledge (Physical Sciences)

DC 10: Blueshift does not seem to have any powers other than her ability to effectively use a large assortment of technological devices to combat crime. The blue glow produced by her gadgets is their power source. Though her name is inspired by the change in the wavelength of light of an astral body moving towards the observer, she likely also picked it because of the color of the technology she uses.

DC 15: Blueshift's devices are all of her own creation and repair. She is both a skilled inventor and strategist. Her cloaking device has been known to malfunction from time to time. The power source of her devices is an experimental liquid power source that circulates through her suit. The cloaking device malfunctions because much of her attacks drain too much of the power in a short time. Having to pick one system that may malfunction due to a sudden decrease in power, she elected to make it the cloaking device until she can discover a way to circumvent the issue.

DC 20: Blueshift does sport a superpower of sorts. Her brain processes information at an alarming rate. This affords her certain advantages in planning and observation of the various situations she finds herself tangled in. Her brain can even process information faster than esteemed inventor and super hero Dr. Archeville.

DC 30: Blueshift's brain is 100 times faster than Dr. Archeville's. She is also one of the fasted thinking heroes to ever be documented and active in Freedom City. Her only rivals in this area are heroes that boast powers of super speed. Of those, she has the highest static speed of thought. Only Dynamo and Zephyr exceed her when they attempt to process information as fast as they can possibly manage.

Morgan Crowe
 

 

Gather Information
DC 10 – Morgan Crowe was a student who used to live in Boston, the son of one Patrick Crowe.
DC 15 – Morgan is noted for his skill on the amateur boxing circuit, having earned a few trophies in rookie tournaments in the greater Boston area.
DC 20 – Morgan was fifteen when a villain invaded his high school, holding him hostage to get at his father. Notably, however, the kid managed to take him down after nearly getting beaten to death.
DC 25 – Crowe’s father is actually the famous retired hero, Red Hand, though it’s unknown who his mother is.


Crow



 

Gather Information
DC 10 - A somewhat eerie hero's been seen out and about during the late night hours in Freedom City, as well as the odd appearance in daylight; though not very often. He calls himself Crow, and he's been noted for his high capability in hand-to-hand combat, as well as some other strange abilities that seem to stem from odd symbols...
DC 15 - Crow has been known to associate with several active heroes, specifically the ones known as Wisp, Myrmidon, and Crimson Tiger. Former associates include Glowstar, along with a more well-known heroine, Changeling.
DC 20 – There was a hero active in Boston for about half a year by the name of Crow as well, though his accomplishments were not notable.
DC 25 - The hero has been seen most frequently off and on in South Freedom, primarily around the Bayview area, but also occasionally poking his head up in West Freedom.
DC 30 – There's a rumor that Crow has been involved in some endeavor that also carried the involvements of some of Freedom City's major arcane heroes - individuals like Nick Cimitere, Rene deSaens, Kid Cthulhu, and the like. The name "Parkhurst" has also popped up, although the meaning is unknown.


 

Knowledge: Arcane Lore
DC 10 – Some spirits under the purview of the Tuatha de Dannan say Crow has helped them more than once when they were in danger, and has earned a reputation as a troubleshooter and go-to man.
DC 15 – An earth fae proudly claims that she was the first Crow ever assisted, defeating a Fomorian hunter in the back alleys of Boston that threatened to seize and do away with her.
DC 20 – Word from the arcane underground is that Crow bested Bres the Beautiful in single combat, during the famous tournament in Tian - even claiming the Eye of Balor, a powerful eldritch artefact, from the hands of the Fomorian overlord. Whether or not it's still in his hands is unknown.
DC 25 – There’s a rumor that Crow might, just might be a son of the Morrigan, but it’s very risky to voice it where she might hear.


Red Hand



 

Gather Information
DC 10 – Red Hand was a hero back when Centurion was running around, a rather famous one by all accounts, who claimed he was a descendent of the legendary Cuchulainn.
DC 15 – Hand was given a post as an honorary Freedom League member after aiding them on multiple occasions, proving his skill and valor along with his dedication to helping those in need. Raven was one of the ones who nominated him, having worked with the Irish hero on more than one occasion.
DC 20 – It’s said that Red Hand’s weapons were those wielded by the legendary Cuchulainn, and it was them that gave him his mighty strength and indomitable endurance.
DC 25 – Red Hand’s identity was that of the high school teacher Patrick Crowe, who first discovered his powers fighting off a villain who wanted to harm one of his students.


 

Knowledge: Arcane Lore
DC 20 – The Tuatha de Dannan bestowed their blessing upon Red Hand when he first took up Cuchulainn’s weapons, and frequently used him as a troubleshooter or knight errant when required. The Morrigan in particular was a great admirer of his work.
DC 30 - Some say that Red Hand received an offer by the Morrigan very similar to the one she gave Cuchulainn upon the hero’s retirement…and he accepted her.

Etain Maher

Gather Information

DC 15: Etain Maher is this strange girl who likes wearing long old fashioned dresses. She has a heavy accent and is probably French.

DC 20: Etain Maher lives with Franklin Fidei and his lover Cynthia Fowler. There relation is unknown.

DC 25: Etain Maher can make and manipulate illusions and she doesn't seem to have any problem doing so in public.

DC 30: Etain Maher doesn't have a social security number, or a known birth record. Records wise, she appeared out of nowhere.

DC 35: The only other record of an Etain Maher should of died more than a century ago.

Arcane Lore

DC 15: Etain is an experienced magic user.

DC 20: Etain uses illusions almost exclusively but the simple amount detail makes them incredibly hard to distinguish from reality.

DC 25: Etain has the unique ability to see magic.

DC 30: Etain was raised in Avalon and her illusions are a subset of fae based glamour.

DC 35: Etain is a changeling who was raised in Avalon but is originally from Earth Prime.

Changeling

Gather Information

DC 15: Changeling's a newer heroine who dresses in an orange ressiance dress and masquerade mask. She seems to have a fairy mofit and is found of bladed weapons.

DC 20: Changeling's weapons are actually illusions, though this doesn't make them hurt any less.

DC 25: The wings on her costume don't work.

DC 30: Changeling has similiar powers to another illusionist named Etain who is less than adament about hiding her powers.

DC 35: There the same person.

Arcane Lore

DC 15: Changeling is an illusionist.

DC 20: Her illusions don't effect machines as they are purely mental.

DC 25: Changeling's costume is actually a construct of glamour, the only actually real part is the mask which expands from a smaller white domino mask.

DC 30: Her magic is derived from fae magic used in Avalon.

DC15: Evander's mother is still resident in Arcadia. His father's whereabouts are unknown.

DC20: Not very long ago Mercury summoned a dangerous creature in his home town, and were it not for mysterious intervention, the town would have been destroyed.

DC25: Mercury is the child of the God Hermes, whose parentage grants him his mystical abilities. It was the God himself who defeated the creature - Argus, the giant from legend. Rumours in the mystical community suggests the God was furious with his son, resulting in his sending to Freedom City.

DC 10: Scion is a hero from Montreal who recently moved in Freedom City and loves to show-off. He has his own comic book.

DC 15: He's a flying brick, flight, super-human strength and toughness. He also control some sort of energy that he uses to create object, shoot laser beam with his finger and surround himself with an aura of the stuff.

DC 20: He can usually be found paroling around midtown all night, but sometime goes farther.

DC 25: He grew up in Ice Queen Refuge, a centre for young meta-human run by a super-heroine from the 80s who's the mother of his comic book's creator.

DC 30: He seems to be really familiar with the Centurion and he knows several older member of the freedom league, especially Daedalus.

DC 20: He grew up in ICe Queen Refuge, a centre for Meta-Human run by the Ice Queen, an old ally of Centurion. He first became Scion there and fought a colorful cast of criminal in Montreal at night with a cheap homemade costume.

Desmond V. Faulkner

DC 10: Desmond is the reclusive artist and writer of the Scion's comic book line.

DC 15: Desmond used to live in Montreal, Canada. He moved to Freedom City so his comic book would reflect Scion's reality.

DC 20: Desmond's mother is Florence Faulkner or the Ice Queen, an old ally of Centurion from the 80's who run a centre for young meta-human in Montreal.

DC 25: Desmond seems to be polyglot, having shown sign of understanding and speaking several languages.

John Smith AKA Myrmidon

Gather Information

DC10: John is a foreign exchange student enrolled in the junior class at Claremont for the 2011 - 2012 school year. His blond hair and blue eyes would give away his heritage if one didn't know he hailed from Berchtesgaden, Germany. He is a bit reserved, but is skilled in athletics and academics equally. He is most commonly found in the training rooms, where he is usually up to a bit of spotting or sparring.

DC15: The full name on his passport reads as Johann K. Smith. He prefers to be called John instead of Johann. The records also state that his only living relative is his father, Wilhelm, who is the CEO/COO of a PMC. However, John doesn't like talking about his family. He enjoys playing war games of any stripe but most of his fellow students state that they it's an exercise in frustration because he is so innately good at them. Even ones he hasn't played before.

DC20: A recurring rumor amongst the student body is that John is related to a World War II metahuman from the Axis side. He takes it in stride though, pointing out that most of them were killed before the end of the war. John can create and utilize a wide range of weaponry. He also seems to have some sort of military training based on his performance in field trials and tests, not to mention his demeanor. He is attending Claremont Academy by his fathers' money.

DC25: Outside of his passport, and admissions paperwork, "Johann K. Smith" does not exist on any documentation in the United States or Germany. There are no hard copies of birth certificate or medical records, no personal identity information or drivers license, or no bank statements. It's almost like he popped into existence a few months ago, and then had all the proper paperwork supposedly filed, with nary a paper trail to be found.

DC 30: The money that's paying for his tuition and living expenses is coming from a private bank account that receives deposits from the Freedom League. Investigation into who John Smith truly is leads to a secure server that has a number anti-tampering and hacking protocols.

DC 35: John Smith is a clone of Wilhelm Kantor, AKA Overshadow. He was an offshoot of the secret eugenics project code named: Project Mimir funded by SHADOW and shut down by Daedalus and the Raven.

DC 20: The local Airsoft/Paintball/Laser Tag businesses have banned one John Smith & Company from participation due to suspected cheating by use of radios or other methods.

Wail AKA Keith LaMarr

Gather Information

DC 10: The veteran hero Wail has apparently become active again in Freedom City, taking part in the city's defense against the last Grue Invasion and appearing with increasing frequency since.

DC 15: Although obviously aging, Wail's sonic scream abilities seem as strong as ever, while his super-dense musculature makes the broad-shouldered man an imposing sight.

DC 20: Out of costume, Keith LaMarr teaches civics at Joseph Clark High School in Lincoln.

DC 20: Wail is a noteworthy case for several reasons. His team, 1-800-JUSTICE, operated both without secret identities and without AEGIS supervision, legally functioning as a combination of private investor practice and independent security contractors. Wail himself was an early example of a prominent African-American superhero, and in the 90s came out as openly gay, living with longtime teammate Javed Randeep, AKA Jive.

DC 25: Keith LaMarr was sentenced to prison time at the age of eighteen, but only served a few months before the accident of science which gave him his powers caused his case to be reopened. He was subsequently cleared of all charges.

Knowledge: History or Popular Culture

DC 15: 1-800-JUSTICE was a group of superheroes for hire who operated out of Freedom City's Lincoln district in the 70s and 80s.

DC 20: Members included the Ukrainian teleporter Jump, the martial artist and polyglot Jive and the super-strong sonic screamer Wail. For a brief period they were popular icons, particularly among Freedom's lower income neighbourhoods, with a reputation for helping the little guy and taking on cases the Freedom League would ignore. Unlike many heroes, their civilian identities were publicly known.

DC 25: Yelena Vostok, AKA Jump, was one of the many heroes who sacrificed their lives in the 1993 Terminus Invasion. In the aftermath, LaMarr and Randeep officially retired, settling down together in an openly gay relationship. LaMarr eventually became a civics teacher at Joseph Clark High School while Randeep found work as a translator for many high-profile dignitaries.

DC 30: Randeep succumbed to cancer in 2009, with Terminus radiation cited as the likely cause. Despite being in his mid-50s, LaMarr resumed active hero work soon after.

Characters born before 1970 may lower the DC of the History/Pop Culture checks by 5. If the character was also living in Freedom City between 1970 and 1990, they may lower the DC by an additional 5.

Lord Steam aka Lord Lucien Lockwood

Gather Information

DC 10 "Lord Steam" is a wealthy adventurer and aristocrat that has recently taken abode in Freedom City. His real name is Lord Lucien Lockwood.

DC 20 He is a well known inventor and Sleuth, and is said to be an remarkably clever man. However, there is no trace of his history, and whilst he had made a name for himself in social circles, nobody knows a thing of his past.

DC 30 He is an official ambassador from the British Empire of Earth Victoriana, and as such has diplomatic immunity.

Knowledge: Business

DC 10 Lord Steam is a multi-millionaire.

DC 20 He has recently invested in several mechanical engineering companies and oversees much of the hands on work. He has also bought up other smaller investments in the arts, science and literature. However, he is not known to have done anything in the business world previously - all these are new.

DC 30 He has personally been involved in developing unusual steam-based technology and mechanics, all of which have caused a bit of a rumble. His schemes seem to work, but they are very antiquated.

DC 20 Lord Steam has diplomatic immunity, and there are no official records of his existence as a young man or child.

DC 30 Lord Steam if officially recognised by the UN and Freedom City as diplomatic envoy from the Earth Victoriana dimension. He enjoyed considerable political and spying influence and reputation in that dimension.

Knowledge: Current Events

DC 10 "Lord Steam" has arrived in Freedom City, and is throwing cash around with little abandon.

DC 20 He has made a name for himself throwing parties and funding the arts, science, and literature. He comes across as a somewhat eccentric philanthropist.

DC 10 Marceau Suvou is a janitor at a small office building in Midtown, and lives in a run-down apartment complex called Monkey Towers in the Fens.

DC 15 Marceau is a French national, and is an enthusiast for sculptural, chemical, historical and tactical subjects. Apparently he's led a very exciting life in his native Europe and is close-mouthed as to why he left it.

DC 20 Marceau is somehow involved with the vigilante known as the King of Suits, and there are persistant rumors that they look vaguely similar.

Gather Information:

DC 10 The King of Suits is a costumed vigilante rumored to operate primarily in the Fens of Freedom City, who seems to mainly use weapons disguised as ordinary playing cards.

DC 15 The King of Suits is an unpowered crime-fighter who uses the adopted costume and weaponry of an obscure European supergroup, operating downtown and preferring stealthy movements.

DC 20 The King of Suits is a member of the pan-European super-group called the House of Cards(sometimes the House of Suits), who was involved with a highly-publicized trial and conviction of a beloved French politician for colluding with known supervillains. He's known to be one of the group's founders, but has mostly been in the shadow of the much more flamboyant and photogenic Ace of Suits.

Falconer/Sam Wolf

DC 15: Sam Wolf is a professional mercenary from Russia. He has served in many major and minor military conflicts around Europe and Asia since the around the year 2000.

DC 20: Sam shares a name with Jack Wolf of the Atom family. Given what little is known about their collective backgrounds, and Jack's brief absence during the 80's as a Soldier of Fortune, there is a possibility the two are somehow related.

DC 25: Sam Wolf is actually Jack Wolf's son. Conceived by his mother in Russia during one of Jack's Miltary tours. It is unclear whether Jack has any knowledge of his son.

DC 30: Jack does know that he has a son. Or had. Sam went missing while Jack was in the United States fighting the Terminus invasion and helping look after the Atom family's children. The two have not seen each other since.

Knowledge (Current Events)

DC 15: Sam Wolf is a retired professional mercenary from Russia. He has served in many major and minor military conflicts around Europe and Asia since the around the year 2000.

DC 20: Sam has served in conflicts in Laos, Ethiopia, Turkey (Kurdistan Workers' Party conflict), Uganda (Lord's Resistance Army insurgency), and Russia.

DC 25: Wherever Sam has served, men tell stories of a hero with a pet eagle fighting for them when things seemed most grim. These stories all end with the man disappearing to fight another war.

Fenris

DC 10: Fenris is a metallic, wolf-like hero who arrived in Freedom City in early 2011.
DC 15: Fenris seems to wear a high-tech suit of powered armor in his fight against crime. Despite his fearsome visage and the rather severe-looking nature of his weaponry, Fenris has always employed non-lethal methods against criminals.

DC 20: Fenris has been seen working with several other high-tech heroes on a few different occasions, including Dragonfly, Ironclad, and Miss Americana. 
DC 25: Fenris is openly hostile to any villains that use magic, and not quite as friendly to heroes that use the same sorts of forces.

Knowledge: Technology (Above DC 15 requires use of some sort of Enhanced Sense or similar Power; please speak with me if you feel your character has an appropriate power)
DC 15: Fenris's armor seems to use a lot of high-energy systems, such as weapons that shoot "lightning", energized claws that cut through anything, and some sort of teleportation system!
DC 25: Fenris's ranged weapons are working Particle Projection Cannons, with his claws using what appears to be a contained version of these energies. His armor uses top-grade alloys, and its strength comes from cutting-edge artificial muscles of some sort.
DC 35: Fenris seems to use Vacuum Energy for his power source, and manipulates similar forces to produce his teleportation effect!



Baron Magnus Vilhelm Katastrof

DC 10: The Baron is a very rich man who's part of a noble Swedish family. While a cunning businessman, he's also known to make plenty of charitable contributions.

DC 15: The Baron is also incredibly intelligent, owning the rights to more than one of the unique devices used by Katastrof & Sorenson Technologies. 
DC 20: Magnus only came into his position as head of his company and his family in 2007, after strange circumstances left Gostav Jarle Katastrof title-less and jobless.

DC 25: The Baron and his company have, more than once, been part of semi-secret scientific endeavors, including analysis of the remains of the Curator ship in the North Pole area. 
DC 30: Gostav Jarle Katastrof is currently in jail for conspiracy to overthrow the government, a charge leveled approximately four years ago against him and several other (former) nobles from Sweden.
DC 40: Magnus was the one to report Gostav to the Swedish authorities.

Knowledge: Business
DC 10: Katastrof & Sorenson Technologies, the company that Magnus is the Primary Shareholder (and major board member) for is one of the Top 5 leading technology companies in Europe.
DC 15: K&S T has been focusing on many cutting edge technologies in the last few years, with focuses on power generation, military and police technologies, materials science, advanced prosthetic devices, and private spaceflight.
DC 25: There are rumors K&S T is working on very exotic sources of power, such as dark matter, vacuum energy, and so on. Further rumors suggest at least some success being achieved so far.

Ferros/Jin Zhi Wong

DC 15: Jin has lived in freedom City most of his life. He moved here when he was 5 years old.

DC 20: Jin's relocation was not by choice. He'd been sent to Freedom for treatment at Freedom's hospitals.

DC 25: Jin never returned to his homeland of China because his parents were killed in whatever accident caused him to be sent to Freedom in the First place. Jin was placed in foster care immediately following his release from the hospital.

DC 30: The accident that cause Jin to be hospitalized and his parents to be killed was case caused by the Terminus invasion.

Knowledge (Physical Sciences)

DC 15: Jin works as a research Chemist for Hanover Institute of Technology.

DC 20: Jin graduated from the same college with a Masters in Chemical Engineering from their five year program

DC 25: Jin's father was also a chemist. Jin's taken up his fathers trade as his own way of honoring his father's memory.

DC 15: Ferros is a new hero in Freedom City. He's been appearing ever since late May, Early June of 2011.

DC 20: Ferros, as his name suggests, has powers that have to do with metals. He also wears a costume of plated metal, and a metal mask.

DC 25: Ferros' powers allow him to control metal of all kinds. He's even able to control metals that are not magnetic suggesting his powers are more than simple magnetic manipulation.

DC 15: Ferros, as his name suggests, has powers that have to do with metals.

DC 20: Ferros' powers allow him to control metal of all kinds. He's even able to control metals that are not magnetic suggesting his powers are more than simple magnetic manipulation.

DC 25: Ferros' powers are actually related to the bioaccumulant chemicals and metals that flow through his blood. They seem to allow him some alchemical control over metals themselves.

The Cheshire Blade

DC 10: The Cheshire Blade, a blonde woman dressed in a suit and mask wielding a glowing sword has been thrashing criminals for about a year now.

DC 10: Cheshire Blade's powers and weapon are both magical.

DC 15: The sword she wields is a powerful relic that generates a substantial mystical aura.

DC 20: The sword has the ability to tear through space-time, as well as devouring the life-essence of its victims and using that to strengthen its bearer.

DC 25: The magic Cheshire Blade uses is a form of sorcery last practiced in ancient Atlantis.

Mala Suerte

Gather Information

DC 10: A costumed hero named Mala Suerte has been active in Miami, Florida the past four years and all over Mexico for fifty years before that. There is no record of Mala Suerte having performed any activities in Freedom City.

Knowledge: Popular Culture

DC 10: The name Mala Suerte, which means "Bad Luck" in Spanish, has been used for over fifty years by ordinary luchadors and superheroes alike.

DC 15: The most famous Mala Suerte operated from 1972 to 1993, before officially retiring. He was a popular public icon, and the star of several (terrible and now rather obscure) movies.

DC 25: The original Mala Suerte was a Heel both on and off the stage, and used blackmail and bribes to have matches fixed. He was defeated by another luchador, and three months later another person wearing his mask took the stage as a Face. Afterwards, he had a rather mediocre career until the mask was passed on to the next Mala Suerte mentioned in DC 15.

DC 15: Mala Suerte appeared in America about 4 years ago, and has taken action against violent gang activity in the Miami/Dade area.
