El Heraldo

Gather Information/ knowledge(Streetwise)

DC10: El Heraldo is a fairly recent young hero wearing a garish costume and carrying a flagpole with the Puerto Rican flag on it. He seems to have the normal 'paragon' powerset. He's inexperienced, and is only rarely seen. He seems to spend most of his time around Bayview and Lincoln, occasionally near the Waterfront.

DC15: EL Heraldo appears to have some kind of supplementary powers attached to his flagpole, and seeing as a golden aura shaped like a flag floats around him, him being some kind of national spirit-bearer appears likely. He is most often spotted around Bayview, especially around the area of Claremont Academy, the mysterious and prestigious private school.

DC20: El Heraldo is a student at Claremont, and is the latest in a line of superheroes bearing the same name that claim to be empowered by the spirit of Puerto Rico.

Knowledge(Arcane)

DC5: EL Heraldo draws from the same source of power that Lady liberty and Britannia do.

Subito Sondo

Gather Information

DC10: Subito Sondo is a Puerto Rican teen who recently moved to Freedom city with his family to Lincoln after a supervillain attack nearly destroyed their home. he has a minimal record, and was apparently well-behaved at Joseph Clark High School while he attended it. He somehow gained entry to the prestigous Claremont Academy.

DC15: Subito Sondo was involved in a mysterious accident at a Fun-Time Toys factory that led to a brief scuffle with the local labor unions, who complained about some kind of trap that nearly cost the lives of two of their employees, among whom was Subito. One of the workers nearly fell to their death and was saved by the boy, though how he managed that is unclear.

The Bee-Keeper III

/Knowledge [streetwise]":33wtb37x]DC5: The Bee-Keeper is a nefarious villain with a history as rich as Freedom City itself, most notably as a villainous cad whom has gone toe-to-toe with the Freedom League.

DC 10: As of late, the Bee-Keeper has returned to Freedom City, though no heinous crimes have yet to be perpetrated.

DC 15: In fact, if anything, the Bee-Keeper has done nothing but contribute to the city's well-being by fighting crime, insisting that he's not "the same Bee-Keeper."

DC 20: The Bee-Keeper III is a legacy to the same dastardly villain, and is often seen racing to the scene of the action from the nearby Franklin D. Roosevelt High School.

DC 25: Strangely, locals in the area around FDR High have recognized one of the students disappearing around the back of the campus, where the old trailers sit on the football field, only to have the Bee-Keeper leave the same vicinity moments later.

DC 30: The aforementioned student is one Baxter Bowles, and his timely disappearances seem to be linked to the Bee-Keeper III.

Baxter Bowles

DC 5: Baxter Bowles is an attendee at Franklin D. Roosevelt High School.

DC 10: He lives somewhere in the Bayview area with his parents.

DC 15: Currently, he's been having problems in class; particularly with missed days and an excess of tardiness. Much of this is due to the backlash of his Uncle Barry Bowles, the previous Bee-Keeper, and his reign of terror before being apprehended. Getting into fights has become a staple of his as of late, though they've been minor scuffles at best.

DC 20: Friends and classmates have reported a marked increase in bruises, with Baxter himself often falling asleep during class. Other times, he simply vanishes between periods, very rarely returning to class. It's caused more than a bit of tension between the young teenager and his teachers.

DC 25: More observant students have noticed Baxter slinking off behind the old trailers on the football field, a frequent site for kids who smoke to congregate during lunch and after class.

DC 30: Kids who have stuck around long enough have noticed the Bee-Keeper show up from behind the trailers, right where Baxter was moments ago!

Fields Family

Gather Information
DC10: Michael Fields is the CEO and majority shareholder of Fields Corporation, a technological innovator. He's known for his work with law enforcement agencies.
DC15: Fields Corporation often does work with superheroes. In fact, the corporation has a discount for superheroes, and funds the Australian Superhero League (or Network).  Heck, a super worked for him directly up until the Terminus Invasion- Arsenal, probably a girl from the voice, but wore a MASSIVE suit of powered armor.  She must've retired, I don't blame her after Omega.
DC20: Michael Fields is actually a mutant- he's superhumanly intelligent (and superhumanly fast at thinking, too!). His wife works as his accountant, and he's got three kids.
DC25: The oldest kid, Catherine? She's moved to Freedom City recently for university. Bit of a risk, given Michael's earned the ire of a couple of supervillains with his helping out heroes.

Nocturne (Danica "Danni" Umbridge)

Gather Information

DC 15 - A new mystic vigilante has been roaming around Port Regal recently, calling herself Nocturne, The Sorceress of Twilight.

DC 20 - She looks kinda creepy, but she does seem to be a decent person. Might help if she didn't dress like an evil sorceress out of an 80's flick...

DC 25 - She always carries this weird looking book around with her. She keeps talking to it, calling it 'Sombra-La.'

Knowledge: Arcane Lore

DC 15 - She seems to be having trouble aiming her spells. This likely due to their sheer power and, possibly, inexperience.

DC 20 - Her spells manifest with distinctive, Hermetic-like patterns. Her powers seem to revolve around darkness, air, and raw magical constructs.

DC 25 - The name she invokes in her spells, 'Sombra-La,' is an ancient Dark Lord of a Netherworld that is supposed to be dead.

Knowledge: Cosmology

DC 20 - The name she invokes, 'Sombra-La,' is an ancient Dark Lord of a Netherworld that is supposed to be dead.

DC 25 - Sombra-La was a tyrannical Dark Lord that ruled over a Netherworld called The Soaring Archipelago of Sombra some 300 years ago, until a group of heroes killed her during a rebellion.

Crusader

Knowledge [streetwise]

DC15: The Crusader is a hero who frequents the Fens on a fairly regular basis. Though he seems to possess no powers of his own, he carries a shield that can be thrown with an uncanny degree of force and accuracy. To further the mystery behind the man, the Crusader was thought to have died in the Terminus invasion in 1993.

DC20: The Crusader of 1993 and present-day Crusader are actually two different people, though their fighting styles and habits are similar. This particular Crusader is especially a nuisance to organized crime in the Fens, and is a known enemy of the Motor City Maulers.

Knowledge [History]/[Popular Culture]

DC20: There have been at least three individuals who have operated under the Crusader name. While not all of them used it, each one possessed the Crusader Shield. The first sighting of a costumed hero using it was by a soldier during World War II who hailed from Freedom City, and the second was nearly 20 years later.

DC30: The first known sighting of the Crusader Shield was in the 10th century, possessed by a soldier with no known nationality who joined the English army during the Crusades. The soldier disappeared, but his shield was again sighted nearly 200 years later, being used by an infamous knight under the command of Richard the Lion-Hearted.

Warp

Streetwise

DC 10: My brother said there's this new cape up by the Fens, a girl trying to carve up everyone who gets in there to stir trouble. Pathetic; can't even hold together against a little girl running around in her pajamas.

DC 15: It's worse than that; I've heard she's been stirring things up in the Theater District and Bayview too. I'm telling you, crime's withering in this city, if they'll let something like this happen.

DC 20: No, man, my cousin was passing right by and saw her take down a whole crowd of their boys like it was nothing. She wasn't any older than my daughter, I'm telling you, and she was throwing around grown men like it was nothing.

DC 25: And then she vanished, poof, like she was never there at all. No reporters got a glimpse of her, she's always gone before they get there.

Gather Information

DC 10: A girl clad in red and black calling herself Warp was sighted in Freedom City near the beginning of Autumn 2012. Her powers appear to be entropic in nature.

The Bloodhound Detective Agency

Knowledge (Streetwise or Civics) or Gather Information

DC 10 Yeah, that crummy outfit in the Fens? They are freelance detectives.

DC 15 Unprofessional, but they get the job done. The short guy, called Bloody Mess, he’s the muscle. He may be short but he is super strong, a real tough guy.

DC 20 Heard they take on a few charity cases, if ya can’t pay. Got a soft heart, I guess. Maybe that’s why they don’t make much money…

DC 25 They ain’t too friendly with the Mob. Frankie Flames tried to burn the place down last year, ended up with concussion and a prison sentence after the Mess caught him. Mob would love to see the end of that place…

Freddy Furlong / Bloody Mess

Knowledge (Streetwise) or Gather Information

DC 10 Ain’t he that short-ass from that detective agency…what’s it called now…

DC 15 He’s that short-assed superhero, works for the Bloodhound Detective Agency. A mean bruiser, but he got a good heart.

DC 20 Freddy? He used to be a boxer, till they found out he was a blood-controlling mutant. Don’t let his height fool you. That man is stronger than an ten horses. Don’t like that mangy dog that’s always yapping away at his feet…

DC 25 I saw him once…he threw up a load of blood, and he looked like a shrivelled up old walnut. And then, the blood he lost, it walked off! I kid you not!

DC 30 Freddy? Rumour was, the Mob used him as muscle, and when he said no, that’s when they shot him. Trouble was, that didn’t stop him. Just made a mess. Two of them, they don’t get along…

Harry “The Hound†Hound

Knowledge (Streetwise) or Gather Information

DC 10 That stinking weasel, always snooping around. Don’t he work at that place in the Fens now…what’s it called…tip of my tounge….

DC 15 That cowardly rat, works in the Bloodhound detective agency. Always hiding behind that short assed meat head. Don’t get me wrong, he got a nose that sniffs out any trouble, and Freddy, that’s his superhero muscle meathead partner who is a bit vertically challenged, well, he is more than tough enough…

DC 20 That good for nothing snake. Use to work in the police force. Said he was pretty good too, if he weren’t so damned lazy. Ain’t professional, that’s what they said. Waste of talent…

DC 25 That snivelling worm. Set up his own detective agency and took on Bloody Mess as the Superhero muscle. He got a detectives nose, but he can’t work with the police. Untidy, messy, unprofessional, late. That agency got talent, but Bloody Mess keeps taking on charity cases and Harry can’t say no. Between that and the Mob breathing down their neck, they don’t make much.

DC 30 That doggone dog. Saw him scratch a dog behind the ear and bark to it. Crazy….

Set

Knowledge [Arcane Lore] or [Theology and Philosophy]

DC 10: Set is the Ancient Egyptian god of darkness, chaos, storms, the desert and foreigners best known for dismembering his brother Osiris and waging eternal battle against his nephew Horus. Anyone on the mortal plane looking to bargain with divine forces would be foolish to seek Set as a patron.

DC 15: In the late 1960s a snake cultist attempted to summon Set and was instead possessed by the malevolent deity. Set the Destroyer took command of the serpent people and their associated cults and frequently did battle with the superheroes of the time. Horus the Avenger found a way around the Pact so that he could stand against his evil uncle. Agents of Isis have also demonstrated a particularly vehement enmity for Set.

DC 20: Before becoming a force of evil, Set was tasked with battling the godkiller serpent Apep each night, ensuring that Ra, the sun and leader of the gods of Heliopolis, would rise again in the morning. Eventually his arrogant boasting became too grating and he was stripped of his post.

Neither Set nor Horus have been seen on the mortal plane for decades, nor have they been answering any summons or prayers directly. There is disagreement in the mystic and theological community as to whether they have been destroyed, severely weakened or are merely occupied elsewhere.

DC 25: The story of reincarnation the godling calling himself Set puts forth is not without precedent. Horus himself was originally one of the Ennead before falling in battle with Apep and being reincarnated as the son of Isis and Osiris. It's worth noting that this was only accomplished with the help of Isis herself, however.

Knowledge [History]

DC 10: Set the Destroyer was the name of a major supervillain in the Silver Age. He had mystic and shapeshifting powers and was primarily opposed by his nemesis Horus the Avenger, though it often took multiple heroes working together to stop his plans for world domination. Even compared to other villains of the time he was considered egotistical and melodramatic.

DC 15: The Destroyer was reportedly an unfortunate snake cultist who had been possessed and overtaken by the ancient Egyptian god Set after a botched ritual. Both he and Horus always maintained that they were the actual gods of myth and legend, as well as uncle and nephew respectively.

DC 20: Set was known to team-up on occasion with other villains when their goals coincided. These alliances tended to quickly fall apart due to infighting, however, with Set himself frequently the betrayer. He had a particularly bad falling out with the hydrokinetic tyrant Typhoon when the latter stole a powerful artifact from him and left him to face the Freedom League alone.

Gather information or Knowledge [Popular Culture]

DC 10: Set is the name of the fresh new teenage hero who has been popping up everywhere in traditional and social media lately. Confident and outgoing, he's said repeatedly that he plans to be the greatest superhero of all time. You can follow Set on Twitter @readySETgo .

DC 15: Set uses lightning bolts, animated shadows and miniature sandstorms to defeat criminals. He's almost always accompanied by statuesque powerhouse named Sekhmet and unlike many heroes makes a point of sticking around after saving the day to talk to reporters. He's featured in a number of popular photosets and reaction GIFs on Tumblr, thanks in no small part to his habit of running around shirtless. You can follow Set on Tumblr at helihiphopolis.tumblr.com .

DC 20: Set was also the name of a villain back in the Silver Age. It's probably his granddad or something; redeeming villainous legacies is so hot right now. You cannot follow Set on MySpace. MySpace is for losers, geez.

Freedom Eagle II

Gather Information
DC 15: Freedom Eagle is a a superhero who's shown up around Freedom City a year ago. The locals seem to like him.

DC 20: His local popularity has to do with his history: the original Freedom Eagle was a superhero in the 30's and 40's and one of the original members of the Liberty League, one of the world's first superteams, and fought during the Second World War against all sorts of threats. No word on if this Freedom Eagle is his grandkid, a robot, a clone, a robot-clone or what.

DC 25: He's not as "new" as all that. During the mid-2000's the NextGen had him on the team at the same time the current Bowman was.

Knowledge: History

DC 10: The original Freedom Eagle was one of Freedom City's very first public superheroes in the 30's and 40's, known in the papers as "the Winged Wonder of Freedom. Punched a lot of Nazis.

DC 15: He vanished from the headlines right about the time the Liberty League disbanded after having problems with the Federal government. Nobody knows where he went, so he probably just hung up his wings and retired.

Knowledge: Streetwise

DC 15: "Don't let those big shiny gold wings trick ya: he works at night as much as at day, and he goes after gangs and street crime as much as he does nuts in costumes with superpowers. Quiet when he wants to be too."

DC 20: "He's got some kinda superpowers....he's strong enough to knock holes in brick walls and lift cars, but for some reason he still gets hurt if you shoot him with bullets enough, which I can't figure myself. What kinda super-strong hero isn't bulletproof too?"

DC 25: "It's his suit. It looks like a costume, but there's some kinda techno-wizadry in it. It makes him strong, but it's like really good Kevlar or something: shoot it enough and he can go down....at least, I think so anyway."

DC 10: "He's a hot millionaire twenty-something CEO ex-secret agent genius inventor. Swoon. Why is he still single?"

DC 15: "Apparently he's got issues in his love life. He's always dating some starlet or model or something (like uncle like son?), but he can never seem to keep any of them around for any length of time (also like uncle like son?)."

DC 20: "He's a workaholic. That's one of the reasons his girlfriends always leave. He's always heading off to take care of some company crisis, or some public charity. Sometimes he gets a call and just up and leaves in the middle of a date. It's always the rich handsome single ones that are more interesting in working then they are in you, isn't it?"
