Touch-Range Perception?

Hi all,

I was thinking today about ways to model a melee attack that never misses; essentially a perception range attack that can only be used on someone adjacent to you. Is that something the system can model successfully? (Admittedly, I can't think of a comics example...)

If you can't think of examples, it's probably not a good idea to use it :P

Best way I've seen is Tough Range General Area attack, with Progression to shrink the Area.
