Extended-Range Transmit

I would like to make an AP for Fleur de Joie's Snare array that is an attack Transmit power. I would like to have Transmit 4 (Attack, Requires Grapple). Basically, once I have an opponent wrapped up in a vine or a tree, I would like to be able to transmit them to a police station or somewhere not too far away. Normally transmit in combat is for very short distances, but the book says that at the GM's discretion, a character may be able to do an Extended Range transmit where they can go their full round distance (in her case a mile) if they take a full round and give up their dodge bonus for the duration. Is that something I'd be able to do?

So does this mean it would be a no-no to make a character with a Teleport attack that is anchored to the Cornfields of Central USA? (Child of the Corn) :P

UP says something similar, actually: default is that you teleport to short range distance, not extended, though GMs may allow long-range 'ports as a full-round action & both you and the target are disoriented/flat-footed for one round afterwards.
