If you want something sold outside of the eyes of the law, because Lor officers tend to get treated poorly and maybe even roughed up. You have heard of the Rel, they have a reputation for being criminal boogiemen. They work via proxy and failing them gets you "wiped" from time. You have heard that if you show up in that neighborhood looking for the Rel, they tend to find you. the Rel also don't tend to care about what happens after they finish their portion of a job.
