Sure, that's a result of 30 for Stealth with Skill Mastery.

 

Gadget Configuration - Infiltration Wetsuit

Concealment 2 (Infravision; Feats: Close Range[5PP]

Immunity 3 (Environmental Condition 2 [cold, high pressure], Suffocation 1 [underwater]) [3PP]

Swimming 1 (2.5MPH / 25' per Move Action; Feats: Environmental Adaptation [aquatic][2PP]

Midnight II

Move Action: Demoralize Guards; DC 30 with Skill Mastery.

Standard Action: Charge Guards, Power Attack 5, Taking 10. That's a result of 21 altogether and DC 28.

 

Hopefully Takedown Attack 2 will mean he can knock out both guards before they get any further. If 21 isn't enough to hit them, let me know and I'll revise.
