I'll keep the DC 20 Reflex for half the same, but cut the power in half since you're in water. Toughness DC will be 20/17. Link to comment

More or less making it so that Scion flies back into a wall of fire rising up from the ground. His move will take him out of the water. DCs are Reflex 20 for half, Toughness 25/20. Link to comment

Being a pyromaniac, he will go with a power. Specifically, his fire Aura. It's rank 6, so the Toughness DC is 21. Ordinarily, he'd have to roll for contact, but...it's a grapple, so have some fire damage. Save away. GLARINGLY OBVIOUS EDIT: Seems that would require a Concentration check.
